Supervisory Intelligence Specialist

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command (Theater) G2 Section in Fort Meade, MD.

Major duties

• Performs personnel management functions, including the technical and administrative supervision of the G2 staff, reviewing performance appraisals, and recommending selections for key civilian positions.
• Evaluates employee performance, sets performance standards, provides counseling, and implements disciplinary actions.
• Participates in the planning, directing, coordinating, and evaluating of G2 programs, and conducts internal organizational planning for structure, missions, functions, and staffing.
• Provides authoritative and highly technical evaluations of current Army and DoD intelligence and security policies and procedures; recommends and negotiates changes on behalf of the command.
• Develops and presents the G2's strategic plans to the command's Commanding General (CG) and subordinate command intelligence security activities.
• Establishes G-2 intelligence, security, and counterintelligence objectives and priorities, and provides oversight and direction for security programs such as Personnel Security (PERSEC) and Information Security (INFOSEC).
• Consults with staff to stay advised of progress, renders guidance on problems, and provides expert direction for analytical agenda.

Specialized Experience: One year of specialized experience which includes:

1. Managing intelligence and security programs (such as personnel, information, and communications security) to ensure organizational compliance with defense regulations and operational objectives;
2. Planning and evaluating short- and long-term intelligence operations, project milestones, and mission requirements to align operational capabilities with organizational strategic goals;
3. Formulating and justifying program budgets, staffing requirements, and operational resource allocations to secure necessary funding and support for ongoing mission execution before resource advisory bodies;
4. Advising and briefing senior leadership and external defense or interagency stakeholders on complex intelligence assessments and policy matters to guide executive decision-making and build operational consensus.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
