Accountabilities: The CDC NBS Technical Lead will provide strategic oversight and Agile delivery leadership for modernization initiatives, ensuring successful execution across multiple workstreams. This role requires strong coordination skills, technical understanding, and the ability to align diverse teams around shared objectives.

Provide strategic delivery leadership for modernization initiatives, ensuring technical execution aligns with program priorities and public health objectives.

Coordinate delivery across multiple Agile teams by managing dependencies, risks, resource constraints, priorities, and release readiness activities.

Serve as Scrum Master for modernization teams by facilitating Agile ceremonies, supporting backlog management, removing blockers, and promoting continuous delivery.

Monitor delivery performance through Agile metrics, program indicators, risk assessments, and executive reporting.

Provide leadership with recommendations to improve delivery predictability, quality, and operational outcomes.

Facilitate collaboration between government stakeholders, technical teams, public health specialists, and external partners.

Ensure modernization initiatives support evolving surveillance workflows, interoperability needs, and operational requirements.

Drive continuous improvement across Agile practices, governance processes, release management, and delivery operations.

Mentor Scrum Masters, project managers, product managers, and technical leads to strengthen Agile maturity and team effectiveness.

Support modernization planning, transition activities, and strategic initiatives that contribute to long-term program success.

Coordinate multidisciplinary delivery efforts across engineering, product, quality assurance, DevSecOps, and public health teams.

Requirements:

The ideal candidate brings extensive experience leading software modernization programs, Agile delivery initiatives, and complex technology projects within healthcare or government environments. This professional should combine technical knowledge, leadership capabilities, and strong stakeholder management skills.

Bachelor’s degree in Computer Science, Information Systems, Public Health Informatics, Engineering, Business, or a related field.

Minimum of 5 years of progressively responsible experience leading large-scale software development, modernization, or health IT programs.

Experience supporting federal government programs or public health modernization initiatives.

Knowledge of national public health surveillance systems, including disease reporting, case investigation, and surveillance workflows.

Experience translating epidemiological and operational workflows into business requirements, user stories, functional specifications, or system requirements.

Experience supporting modernization initiatives involving communicable disease surveillance, case management, interoperability, or health data exchange.

Proven experience leading delivery across multiple concurrent Agile teams and managing cross-team dependencies.

Agile delivery certification such as Professional Scrum Master (PSM I or higher), Certified Scrum Professional (CSP), PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM), or equivalent.

Strong communication, facilitation, organizational, and problem-solving skills.

Ability to obtain and maintain a federal government Position of Public Trust Level 5 background investigation.

Preferred experience with cloud-native modernization initiatives and delivery across engineering, product management, QA, DevSecOps, and public health teams.

Experience building alignment among technical teams, executive stakeholders, and public health professionals.
