MANAGEMENT AND PROGRAM ANALYST (CAPABILITY DEVELOPMENT)
This position is part of the Organization of the Joint Chiefs of Staff. This position serves as a senior analyst and Subject Matter Expert (SME) supporting the realization of the Department of War's (DoW) Joint Warfighting Concept and the delivery of required joint capabilities under the Joint Force Requirements Process (JFRP).
Major duties
As a MANAGEMENT AND PROGRAM ANALYST (CAPABILITY DEVELOPMENT) at the GS-0343-14 some of your typical work assignments may include: Develops, leads, and conducts studies and comprehensive program management analysis to identify, frame, and prioritize the Department's most pressing JOPs and to evaluate the adequacy and effectiveness of solution options across the doctrine, organization, training, material, leadership and education, personnel, facilities, and policy (DOTmLPF-P) spectrum Plans and conducts analytic efforts in support of Capability Portfolio Management (CPM) and Capability Portfolio Management Reviews (CPMRs) establishing problem framing, scope, and approach Integrates cross-domain solutions by relating capabilities, dependencies, and interoperability requirements across the DoW enterprise, identifying unwarranted duplication for potential divestment, and identifying opportunities to leverage the full defense enterprise - including Service programs, commercial innovation, science and technology efforts, and allied and partner contributions. Prepares J-7 senior leaders for participation in Functional Capabilities Board (FCB), Joint Capabilities Board (JCB), and Joint Requirements Oversight Council (JROC) fora, and represents the Division to boards and working groups composed of general officers, flag officers, and members of the Senior Executive Service
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Performing advanced analysis in support of Joint Force development and design, assessing the effectiveness of programs, processes, and initiatives related to capability development, organizational performance, and mission execution; Applying advanced analytic tools and automation - including artificial intelligence, large language models, and other automation capabilities - to organize, evaluate, and derive insights from large volumes of structured and unstructured information to support joint concept implementation and capability development activities, identify gaps, compare alternatives, and develop recommendations to improve effectiveness, efficiency, and future force outcomes; Consolidating complex, ambiguous, and conflicting information into authoritative analysis while integrating knowledge of the Joint Warfighting Concept, policies, and objectives, to support force development, force design, and the integration of emerging technologies into future concepts; Developing executive-level staff products, including analytical reports, decision support materials, briefings, presentations, and recommendations, to inform senior leaders and cross-functional stakeholders on Joint Force development, readiness, resilience, and adaptability; Supporting multidisciplinary efforts to design, enable, analyze, and document rigorous analytic and related capability development activities that accelerate Joint Warfighting Concept refinement and the integration of emerging technologies into future force design. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
