Accountabilities: Design, build, and maintain CI/CD pipelines supporting Oracle Fusion Cloud HCM configuration promotion across DEV, TEST, STAGE, and PROD environments using Jenkins, Terraform, Python, and related technologies.

Administer Oracle Cloud Infrastructure resources within FedRAMP Moderate+ environments, including compute, networking, storage, and identity and access management configurations.

Establish and maintain configuration baselines aligned with NIST SP 800-128, ensuring deployments remain traceable, controlled, and auditable.

Orchestrate quarterly Oracle SaaS updates across program environments, coordinating impact analysis, regression testing, deployment activities, and rollback procedures.

Design and implement disaster recovery and business continuity capabilities, including automated failover, backup and restoration processes, and recurring DR testing.

Monitor cloud platform performance, capacity, availability, and reliability using OCI monitoring capabilities, while implementing automated remediation workflows to support uptime SLAs.

Apply infrastructure-as-code practices through Terraform or similar technologies to provision, configure, and consistently replicate cloud environments.

Enforce FIPS 140-3 encryption requirements across platform components and coordinate with cybersecurity teams on key management and certificate lifecycle activities.

Manage environment refresh cycles, data masking, and sandbox provisioning to support agency onboarding and parallel deployment workstreams.

Develop and maintain operational runbooks, architecture diagrams, deployment procedures, and infrastructure documentation supporting daily operations and Authorization to Operate (ATO) requirements.

Participate in SAFe Agile ceremonies, contributing to sprint planning, infrastructure automation, technical debt remediation, and continuous improvement initiatives.

Act as the technical authority for the platform domain by defining engineering standards, best practices, architectural approaches, and design direction across workstreams and Agile Release Trains.

Lead and mentor engineering and functional team members, encourage innovation, influence cross-functional decisions, and communicate technical strategy to program leadership.

Requirements

U.S. Citizenship and the ability to obtain and maintain a Public Trust clearance.

Bachelor’s degree with 10+ years of relevant professional experience; additional relevant experience may substitute for the degree.

10+ years of experience in cloud platform engineering, DevOps engineering, or enterprise systems administration.

8+ years of hands-on experience with OCI, AWS GovCloud, Azure Government, or comparable FedRAMP-authorized cloud environments.

Strong proficiency with CI/CD platforms such as Jenkins, GitLab CI, or Azure DevOps, including automation of build, testing, and deployment workflows.

Hands-on experience with Terraform or comparable infrastructure-as-code tools for declarative cloud infrastructure management.

Proficiency in Python and/or Bash for automation, deployment orchestration, monitoring, and operational tooling.

Strong understanding of federal compliance and security requirements, including FIPS 140-3, NIST 800-53, and FedRAMP control baselines.

Experience with configuration baselining, change control, and release management across complex, multi-environment enterprise deployments.

Strong technical leadership, communication, mentoring, and cross-functional collaboration skills.

Experience working in Agile environments and contributing to technical strategy and platform governance.

11+ years of cloud platform or DevOps engineering experience, particularly with large-scale OCI or Oracle SaaS deployments, is preferred.

Oracle Cloud Infrastructure Architect or Operations certification is preferred.

Experience managing Oracle Fusion Cloud HCM environments, including quarterly updates, sandboxes, and environment refresh cycles, is preferred.

Familiarity with NIST SP 800-128 and federal configuration and change control boards is preferred.

Experience implementing disaster recovery and business continuity solutions, including automated failover and RPO/RTO validation, is preferred.

Knowledge of container orchestration and microservices technologies such as Kubernetes and Docker is preferred.

Experience supporting federal ATO/RMF processes and producing infrastructure artifacts such as SSPs, POA&Ms, and scan results is preferred.

Experience with Oracle Cloud technologies such as OIC and OCI in HCM or ERP environments is preferred.

Benefits

Proposed national salary range of $105,100–$231,100 , with final compensation influenced by factors such as location, relevant experience, skills, education, certifications, and contract requirements.

Primarily remote work arrangement within the United States.
