Full-Time • Singapore The Agency Section combines human-centred thinking, creativity and technology to solve real business and customer problems. We care about useful outcomes, strong foundations and leaving the organisations we work with better than we found them. We are looking for people who are curious, practical and willing to take ownership from commitment through delivery. The Team You will join Section’s technology organisation, working with colleagues across Singapore and Vietnam. You will report to the Technical Delivery Director and partner with project managers, product owners, designers, QA, engineers and technical specialists. The CTO provides technology strategy and architecture assurance. The Role You will own engineering delivery for assigned projects: turn an agreed outcome into a realistic technical plan, lead the team through execution and deliver dependable solutions within agreed scope, effort and quality expectations. You will remain hands-on where it matters most—resolving difficult problems, reviewing critical implementation, guiding technical decisions and unblocking the team. Your job is to create a team that delivers reliably, not to become its sole expert or approval bottleneck. You will also be commercially aware. You will understand the engineering budget, track actual and remaining effort, challenge unnecessary complexity and act before delivery risks become overruns. Your contribution to profitability comes from sound decisions, predictable delivery and less avoidable rework—not weaker quality or habitual overtime. What You Will Own Turn approved scope and architecture into an executable engineering plan with deliverable increments, estimates, assumptions, dependencies and realistic commitments.

Track engineering effort and forecast-to-complete, making variance against the agreed scope and budget visible early and proposing corrective action.

Identify scope changes and explain their effort, schedule, quality and risk impact before the team commits to additional work.

Choose fit-for-purpose build, buy and reuse options within approved standards, balancing delivery speed with security, reliability, maintainability and ongoing cost.

Translate architecture decisions into clear engineering work, resolve routine technical questions and escalate material exceptions with options and a recommendation.

Allocate engineering work within the assigned team, coordinate dependencies and raise capacity constraints through the Technical Delivery Director.

Communicate delivery health clearly to project managers, clients and technical leadership: what is on track, what is at risk, what decision is needed and by when.

Own engineering quality through appropriate code review, automated testing, secure development, dependency checks and performance and accessibility validation.

Maintain a prioritised technical backlog, including defects and technical debt, and explain the consequences of deferring necessary work.

Lead technical incident triage and delivery recovery, coordinating fixes while addressing recurring causes rather than accepting continuous firefighting.

Establish practical CI/CD, environment and release practices with QA and platform support, including repeatable deployment and rollback.

Ensure production readiness through monitoring, runbooks, ownership, support arrangements and a clear operational handover.

Coach engineers, delegate meaningful ownership and strengthen team practices so delivery does not depend on individual heroes.

Use approved AI tools, automation and reusable components across development, testing and documentation, validating outputs and measuring benefits after review and rework.

Support qualified presales and RFP work with credible estimates, assumptions, risks and bounded proofs of concept, clearly distinguishing prototypes from production commitments.

What You Bring At least seven years of relevant software-engineering experience, including hands-on technical leadership and delivery of production systems.

Evidence of leading a team from estimation and planning through release and operational handover, with clear personal accountability for decisions and outcomes.

Experience tracking engineering effort, forecasting remaining work and recovering delivery when scope, assumptions or priorities change.

Strong engineering judgement and the ability to explain trade-offs in terms of customer impact, effort, risk, quality and cost.

Confidence challenging unrealistic commitments and handling difficult scope or delivery conversations constructively with project managers and clients.

Strong diagnostic ability across application, integration and production issues, including performance, stability and security.

Clear written and verbal communication, with the ability to make technical risks and options understandable to non-technical stakeholders.

Experience leading geographically distributed teams and the ability to coach, delegate and coordinate effectively across Singapore and Vietnam.

A degree in computer science, engineering or a related field, or equivalent practical experience.

Useful Technical Experience Strong software design, debugging, testing, version-control and code-review fundamentals.

Depth in at least one relevant frontend or backend stack, with enough breadth to lead end-to-end delivery. Mastery of every framework is not required.

APIs, identity and access controls, relational or NoSQL data stores and third-party enterprise integrations.

Cloud production environments, preferably AWS, including deployment, monitoring, access management and cost awareness.

CI/CD, automated testing, observability, incident response and reliable release practices.

Hands-on use of AI coding or automation tools with appropriate review, testing and data-handling safeguards.

CMS, mobile, PHP, enterprise integration or AI-workflow experience where relevant to the assigned portfolio.

What Success Looks Like Engineering commitments are realistic, dependencies are visible and delivery forecasts become more reliable.

Actual and forecast effort are actively managed against approved scope and budget, with changes and recovery options surfaced early.

Solutions reach release or handover with appropriate quality, security, monitoring, rollback and operational ownership.

Avoidable rework, recurring incidents and single-person dependencies are reduced while engineers take stronger ownership.

AI, automation and reuse produce measurable delivery improvements after accounting for review effort, defects and rework.

Clients, project managers and technical leadership receive clear, timely information and can make informed delivery decisions.

How You Will Work Partner with the Project Manager, who owns the integrated project plan, coordination and contractual change process.

Escalate cross-project staffing and portfolio delivery matters to the Technical Delivery Director.

Work within approved technology standards and escalate material architecture, security or standards exceptions to the designated technical authority.

Own controllable engineering delivery performance and contribute to project margin; pricing, discounts, contracts and overall P&L remain shared management responsibilities.

Pause or reject an unsafe technical release when agreed quality, security or production-readiness requirements are not met, and escalate promptly with a recovery recommendation.
