Job Title: Building & Construction Project Leader Location: Portsmouth Contract Length: 12 months Possible extension Role Type: Full-Time / CAPEX Infrastructure Projects About the Role We are looking for an experienced Building & Construction Project Leader to set up and manage end-to-end CAPEX projects across major facilities and infrastructure. From initial feasibility and detailed design through to site installation, technical compliance, and final handover, you will lead Multi-Functional Project Teams (MFTs) to deliver high-quality building engineering services, refurbishment, and plant replacement projects. Key Responsibilities Lead CAPEX business cases from inception, feasibility, and design through to construction, site monitoring, and completion. Form, manage, and motivate Multi-Functional Teams (MFTs), including external professionals such as architects, structural engineers, contract managers, CDM leads, and quantity surveyors. Oversee the detailed design, specification, and technical compliance of Building Services (M&E) for major plant replacements and building refurbishments. Liaise with internal stakeholders, clients, and external consultants to develop detailed design briefs, project delivery plans, and cost management structures. Audit and monitor progress on site, enforcing technical standards, health & safety regulations, and environmental compliance. Identify and manage project risks, monitor external costs, and maintain delivery schedules using MS Project, SharePoint, and technical software tools. Key Requirements & Qualifications Education: ONC / HNC or equivalent in a Building Engineering Services design-related discipline. Professional Membership: Chartered or registered member of a relevant body (e.g., CIBSE, IMechE, IET). Experience: Strong background in senior Project Management (ideally within Facilities Management, consultancy, or client-side environments). Direct experience managing CAPEX projects, building engineering refurbishments, and plant replacement schemes. Proven track record of taking small-to-medium-sized projects from initial feasibility to final handover.

Technical Knowledge: Strong practical understanding of mechanical and electrical (M&E) systems, design software, and plant operations. Skills: Excellent communication, stakeholder management, risk management, and proficiency with IT tools (MS Project, SharePoint, G-Suite).
