Wood is currently recruiting for an experienced PMC Technical HSE Lead with extensive experience in the oil and gas industry for ADNOC Offshore client to be based in Abu Dhabi within our Oil, Gas & New Energies business.

Due to the nature of the projects and client expectation, the position will be based at our client office in Abu Dhabi, United Arab Emirates and will require occasional travel to Spain.

This is an exciting opportunity for an experienced PMC Technical HSE Lead with a proven track record in managing health, safety, and environmental (HSE) aspects of a project, ensuring compliance with all relevant policies, procedures, and regulations. They advise senior project management, liaise with partner companies, and oversee HSE programs to achieve project safety objectives for a high-profile client.

The key objectives for this role are:

Oversee and manage HSE aspects of the project in accordance with applicable policies, procedures, and international standards

Develop and implement project-specific Risk Assessment Management Systems (RAMS) to identify and mitigate potential hazards

Ensure compliance with corporate safety codes, UAE statutes, and international standards

Implement HSE best practices from industry standards and project shareholder companies

Oversee all aspects of the project HSE program efficiently calling upon shareholder expertise and project HSE staff resources to support project management and personnel in attaining project HSE objectives

Drive project HSE excellence through senior project management visibility and involvement

Engage project leadership team in the development, review and endorsement of all applicable HSE systems, programs and procedures for the execution of the project

Guide, direct, train and motivate project team members to take responsibility for their personal safety and comply with ADNOC Offshore HSE Safety Policy, procedures, rules and accepted safe working practices, as well as applicable Abu Dhabi HSE related regulations

Establish system and schedule for conduct of regular project Safety Steering Team (SST) meetings with participation from senior project management and management representatives from major contracting companies. Engage PLT members as active participants

Establish working relationships and maintain regular communication with ADNOC Offshore Corporate HSE, counterparts in shareholder companies and major project contract companies

Implement HSE best practices as applicable from ADNOC Offshore, project shareholder companies and the oil & gas industry as approved by senior project management

Recommend HSE staff resources necessary to successfully achieve HSE program objectives. Provide functional guidance to HSE staff working under different project management teams

Develop and implement project specific Risk Assessment Management System (RAMS) in conjunction with Engineering Department or adapt fit-for-purpose system from shareholder company

Ensure project HSE requirements are included in Invitation to Tender (ITT) packages. Participate in tender evaluations or provide resources for this purpose

Review HSE related plans as received from contract companies and provide comments. Endorse as appropriate

Ensure project HSE kick-off meetings are conducted with project major contractors upon or in advance of site mobilization

Establish HSE Key Performance Indicators (KPIs) and renew annually with senior project management endorsement

Establish system and schedule for conduct of regular Project Management Team (PMT) safety meetings

Ensure system implementation for prompt incident notification, reporting, investigation and tracking of corrective actions by line management

Oversee collection of HSE performance data and analyze trends

Develop and implement a Safety Observation & Intervention program to foster workforce safety involvement and ownership

Review and provide HSE support for Value Assurance Process (VAP) and Stage Decision Support Packages (DSP)

Act as project Security Point of Contact (POC) with ADNOC Offshore

Guide the design and delivery of in house HSE training

Oversee development and implementation of project Emergency Response Procedures and the conduct of emergency drills as planned

Expected:

B.S. in Engineering with minimum of 15 years industry experience (oil & gas industry experience strongly desired) with at least 5 years in project related activities

Minimum of 10 years of HSE related experience and minimum of 7 years supervisory / managerial experience

In possession of current internationally recognized professional certification (e.g., Certified Safety Professional (CSP) or similar)

English language proficiency. Excellent writing and presentational skills
