Urban Growth Utrecht

Role purpose: Lead and coordinate urban growth initiatives in Utrecht by aligning stakeholders, shaping strategy, and ensuring effective delivery of projects that support sustainable city development.

Key responsibilities

• Develop and execute urban growth strategies, plans, and roadmaps aligned with municipal and regional priorities.
• Coordinate cross-functional teams and external partners to deliver growth, housing, mobility, and public-space initiatives.
• Manage project portfolios, timelines, budgets, risks, and dependencies; ensure measurable outcomes and reporting.
• Engage stakeholders (government, developers, communities, utilities) to build consensus and resolve conflicts.
• Use data and insights to assess capacity, infrastructure needs, and long-term impacts of growth scenarios.
• Ensure compliance with relevant policies, regulations, and sustainability standards.
• Prepare presentations, decision memos, and updates for leadership and public forums.

Required skills and qualifications

• Experience in urban planning, city development, program/project management, or public-sector transformation.
• Strong stakeholder management, negotiation, and communication skills.
• Ability to translate policy goals into actionable programs and deliverables.
• Competence in budgeting, governance, risk management, and performance tracking.
