[What you will be working on]

We are seeking an experienced Tech Lead to drive AI adoption and build the AI technology foundation for the People’s Association (PA). Beyond facilitating AI tools, you will establish the secured environments and guardrails that enable teams to experiment and build with AI safely, and anchor new products that embed AI such as reimagining how residents discover and interact with facilities, courses and events. You will operate at the intersection of hands-on engineering, technology strategy and AI governance, working closely with a Product Manager and cluster stakeholders to accelerate AI adoption across PA’s digital products.

Responsibilities

Build the foundation for the AI technology pillar: Provision AI-assisted development (vibe-coding) tools and secured environments, and establish gateways to Whole-of-Government AI platforms (e.g. MAESTRO, Platform AI).

Set up sandbox environments for experimentation: Stand up secured sandboxes with the necessary AI guardrails for teams to prototype and evaluate AI capabilities safely.

Perform tech scans and feasibility studies: Continuously evaluate new AI tools, models and platforms, and assess their fit, security posture and readiness for adoption.

Support AI governance: Track AI-related initiatives across the cluster, and ensure adoption aligns with government AI governance, security and data policies.

Provide technology consultation: Advise product teams and stakeholders on AI architecture, integration patterns and responsible AI practices.

Deliver small-scale AI proofs-of-concept: Design, build and demonstrate AI POCs that validate use cases and de-risk larger investments.

Lead and mentor engineers: Set technical direction, perform code and design reviews, and uplift engineering and AI literacy across teams.

Collaborate with cross-functional teams: Work closely with product managers, designers and engineers to deliver high-quality, citizen-centric products that embed AI.

[What we are looking for]

Key Experiences and Qualifications We Seek

Educational Background:

Bachelor’s degree or higher in Computer Science or a related field.

Professional Experience:

8+ years of relevant experience in Software Engineering roles.

3+ years of experience leading engineering teams as a Tech Lead or equivalent.

Track record of driving technology adoption or platform/enablement initiatives across multiple teams.

Technical Expertise:

Hands-on experience building with Large Language Models and AI services, including:

LLM APIs and platforms (e.g. Amazon Bedrock, Azure OpenAI), prompt engineering, and retrieval-augmented generation (RAG).

AI-assisted development tools (e.g. GitHub Copilot, Claude Code) and agentic workflows.

AI guardrails, evaluation and responsible AI practices.

Extensive hands-on experience in full-stack web development, including React and Node.js.

Proficiency with containerization technologies, such as Docker, and AWS services (Fargate ECS, Lambda, S3, Aurora, and RDS).

Expertise in API gateway design, authentication, middleware development, application security and system integration.

Strong database management skills with MySQL and PostgreSQL.

Deep understanding of computer science fundamentals, including data structures, algorithms, cloud computing principles and software design patterns.

Problem-Solving Skills:

Ability to break down complex, ambiguous problems into manageable, actionable items.

Proven expertise in formulating structured solutions that drive progress and results.

Additional Skills (Bonus Points):

Experience working with Singapore’s Whole-of-Government systems, platforms and compliance frameworks (e.g. IM8, GCC).

Familiarity with Whole-of-Government AI platforms such as MAESTRO or Platform AI.

Proven ability in stakeholder management and engaging senior leadership.

Knowledge of disaster recovery and business continuity planning.
