Join the USDA Food Safety and Inspection Service (FSIS) as an Administrative Officer (Resource Management Specialist) in the Administrative Services Division, Information Management and Analysis Branch (IMAB). You will support program offices by advising on printing, distribution, mail, forms, and warehouse publications. In this role, you will analyze and manage data to support operations related to shipping, publications, forms, and critical operational priorities.

Major duties

  • Develop, modify, and evaluate program objectives for process improvement.
  • Consult with agency leadership on organizational needs, and explain documentation requirements.
  • Develop and analyze methods and procedures by surveying services to ensure they conform to USDA and FSIS standards.
  • Compile and track expenditure data for mail and shipping needs.
  • Communicate with internal and external stakeholders to address issues for resolution.
  • Manage procurement of supplies and services.
  • Maintain a database or systems of support data to generate required tracking reports.
  • Perform assessments to ensure compliance with regulations and management controls.
  • Provide support and interpretation regarding procedures to carry out the agency mission.
  • Conduct quality assurance assessments to ensure quality of service on items produced.
  • Coordinate the receipt, storage, inventory, and reporting of supplies and accountable items.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Qualification: To qualify for the GS-09 level, your resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level GS-07 in the Federal service or equivalent experience in the private or public sector. Assisting colleagues in the design, development, or refinement of informational work products, analytical summaries, or formal reports to ensure clarity, accuracy, and alignment with organizational standards prior to review and approval. Participating in workgroups or focus groups by contributing analysis, supporting discussions, or helping identify opportunities to improve operational efficiency, streamline workflows, or enhance resource utilization. Tracking or monitoring the distribution of materials or products by accurately entering, maintaining, or validating data within established tracking systems, and identifying irregularities that require follow-up. Reviewing documentation or forms to verify completeness, accuracy, or compliance with established requirements. Education can be used in lieu of specialized experience as defined below: Successful completion of a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D., if related. OR Combination of Education and Experience: You must have an appropriate combination of successfully completed graduate-level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education, more than the amount required for the next lower grade level may be used to qualify. Qualification: To qualify for the GS-11 level, your resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level GS-09 in the Federal service or equivalent experience in the private or public sector. Designing, developing, or formatting items such as informational work products, analytical summaries, or formal reports to ensure clarity, accuracy, and readiness for review and approval by senior staff. Assisting in the planning, coordination, or execution of special projects or operational initiatives aimed at improving workflow efficiency, strengthening resource allocation, or enhancing overall organizational performance. Collaborating closely with cross-functional teams or working groups to coordinate activities, resolve interdependency issues, to ensure timely completion of shared tasks and deliverables. Tracking, monitoring, or validating the distribution of materials or products to identify issues or support continuous improvement. Reviewing, verifying, or assessing documentation or forms for completeness and accuracy, resolving errors or issues Education can be used in lieu of specialized experience as defined below: Successful completion of a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D., if related. OR Combination of Education and Experience: You must have an appropriate combination of successfully completed graduate-level education and experience. Conducting evaluations or final quality assurance reviews of items such as informational work products, analytical summaries, or formal reports. Leading or managing special projects or strategic initiatives focused on enhancing operational efficiency, optimizing workflows, or improving allocation and utilization of organizational resources. Monitoring, analyzing, or reporting on key tracking metrics to identify workflow stoppages, diagnose distribution issues, or implement corrective actions to improve material or product flow. Assessing existing business processes to recommend, develop, or implement improvements to strengthen documentation lifecycle management. Education can not be used in lieu of specialized experience for the GS-12 grade: For additional information regarding common patterns of creditable experience and education, please refer to the OPM Administrative Officer Series (0341) standards Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If education is being used to qualify, you must submit a copy of your college transcripts. An unofficial copy is sufficient with the application if it includes your name and the necessary course information; however, if you are selected, official transcripts will be required prior to entering on duty. Education must have been successfully obtained from an accredited school, college or university. If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards.
