Cost Manager

• Develop and manage the overall project budget, from feasibility stage through design, construction, and handover
• Prepare cost plans, cost estimates, and cost reports at each project stage (concept, schematic, design development, tender)
• Lead quantity surveying activities, including measurement, bills of quantities (BOQ), and valuation of works
• Manage the tendering and procurement process for contractors, consultants, and suppliers, including bid analysis and negotiation
• Monitor project expenditure against budget, track variations, and provide regular cost forecasts to the Project Lead
• Review and certify contractor payment applications, valuations, and final accounts
• Identify cost risks and opportunities, and advise on value engineering to keep the project within budget
• Coordinate closely with design, engineering, and construction teams to ensure cost control is embedded throughout the project lifecycle
• Report directly to the overall Project Lead

Qualifications: Bachelor’s degree or higher in Quantity Surveying, Construction Management, Civil Engineering, or a related field. Minimum 8 years of experience in Quantity Surveying, Cost Management, or Commercial Management, preferably with experience in large-scale real estate, hotel, residential, or mixed-use development projects. Strong experience in project cost planning, budgeting, cost estimation, cost control, tendering, procurement, and final accounts. Proven experience preparing and reviewing Bills of Quantities (BOQ), cost plans, cost reports, valuations, variations, and contractor payment applications. Strong knowledge of construction costs, contracts, procurement procedures, and commercial practices in Thailand. Experience managing and negotiating with contractors, consultants, suppliers, and subcontractors. Strong communication and coordination skills with project, design, engineering, procurement, and construction teams. Fluent in English with strong communication skills, both written and spoken. Proficiency in Microsoft Excel and relevant quantity surveying / cost management software. Knowledge of AutoCAD and/or BIM software is an advantage. Willingness to travel or work at project sites as required.
