About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Eustis, VA.

Major duties

  • Provides financial management expertise, technical advice, and leadership in performing a broad range of financial management planning and for a complex program having extensive program relationships with other programs, funding requirements, etc.
  • Formulates establishment and implementation of financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds.
  • Is responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs to properly fund and meet program resource requirements.
  • Provides advice, assistance, and guidance on budgeting, cost estimating and financial management related information.
  • Conducts analysis, reviews, and special studies of financial management and/or cost information.

Specialized experience would be demonstrated by: 1) Analyzing cost and budget information to support effective financial planning and program execution. 2) Reviewing financial management policies and procedures to support effective budgeting and funding for assigned programs, and 3) Developing budget and financial plans to meet program needs and ensure resources are used efficiently.
