Planning Manager

Job Description

We are seeking an experienced Planning Manager to manage the planning and scheduling activities for a major hospital development project in Singapore. The successful candidate will be responsible for developing and maintaining project programmes, monitoring construction progress, coordinating planning activities with project teams and subcontractors, and providing accurate schedule and progress information to project management.

Key Responsibilities

• Manage and coordinate the planning and scheduling activities for the hospital project.
• Develop, maintain, and update the project master programme and detailed construction schedules.
• Establish baseline programmes and monitor actual progress against planned activities.
• Prepare detailed programmes covering construction, procurement, testing, commissioning, and handover activities.
• Coordinate planning information from construction, engineering, procurement, commercial, and subcontractor teams.
• Monitor project milestones, critical path activities, interfaces, and programme constraints.
• Analyze planned versus actual progress and identify potential delays and schedule risks.
• Develop and monitor recovery programmes and mitigation measures for delayed activities.
• Review subcontractors' programmes and ensure they are properly integrated into the overall project programme.
• Monitor subcontractor progress and verify reported progress against actual site conditions.
• Prepare weekly and monthly project progress reports, schedule updates, and management reports.
• Coordinate with Site Managers, Construction Managers, Engineers, and subcontractors to obtain accurate progress information.
• Conduct regular programme and progress review meetings with relevant project stakeholders.
• Monitor manpower, materials, equipment, and other resources against project requirements and schedules.
• Assist in preparing programme information for variations, extension-of-time submissions, and delay analysis.
• Maintain records of project schedules, progress updates, milestones, delays, and recovery measures.
• Coordinate planning activities for testing, commissioning, statutory inspections, handover, and defect rectification.
• Provide planning and scheduling information to support project management decision-making.
• Guide and supervise Planning Engineers and junior planning personnel.
• Ensure effective implementation of project planning and reporting procedures.
• Perform other duties and responsibilities as assigned by the Senior Planning Manager, Project Manager, or Project Director.

Requirements

• Degree or Diploma in Civil Engineering, Construction Management, Project Management, or a related discipline.
• Minimum 7 years of relevant construction planning or project-control experience.
• Prior experience in hospital or healthcare construction projects is required.
• Proven experience in planning and scheduling for large-scale building or construction projects.
• Strong knowledge of construction planning, scheduling, progress monitoring, and project controls.
• Proficient in Primavera P6 and/or other professional planning and scheduling software.
• Good understanding of critical path analysis, programme management, resource planning, and schedule recovery.
• Experience reviewing and coordinating subcontractor programmes.
• Ability to develop and maintain detailed construction programmes covering architectural, structural, M&E, specialist systems, testing, commissioning, and handover activities.
• Knowledge of delay analysis and extension-of-time assessment will be an advantage.
• Good understanding of construction sequencing and site operations.
• Proficient in Microsoft Office, particularly Excel and PowerPoint.
• Strong analytical, communication, coordination, reporting, and problem-solving skills.
• Able to work independently and effectively with multidisciplinary project teams.
• Good attention to detail and ability to manage multiple deadlines.
• Experience in major hospital projects involving complex M&E and specialist systems will be an advantage.
