Head of Highways & Transport

Head of Highways & Transport Location: London Rate: £700 - £800 Per day Contract: 12 months Spencer Clarke Group are working with a public sector organisation in London to appoint an Interim Head of Highways & Transport to lead both the strategic transport agenda and the operational highways and network management function. This is a senior leadership role covering policy and programme delivery alongside highways asset management, inspections, statutory compliance and risk, management of key contracts and frameworks.

Responsibilities include: Strategic leadership across transport policy, strategy, LIP management and programme delivery Senior stakeholder management with TfL, members, residents and internal directorates Leadership of highways maintenance and engineering, asset management and inspections Network management duties and customer-facing highways service delivery Oversight of statutory compliance, operational risk and emergency response (including winter resilience and flooding) Contract and framework management across highways and associated services Oversight of S278 agreements and developer liaison to achieve best public realm outcomes Management of budgets, resources, and service performance improvement

About you: Senior leadership experience across highways and transport within a local authority or similar environment Strong grasp of network management, asset management, compliance and risk Confident engaging at senior level with members, exec leadership, TfL and external partners Proven track record delivering programmes, managing contracts, and leading multi-disciplinary teams Able to drive performance, governance, and value-for-money outcomes
