Major duties
The primary purpose of this position is: Organize, plan, and execute Operator Engagement Talks with selected partner nations and Warfighter Talks with other US military services and Combatant Commands. Responsible for advocating the proper role of air, space and cyberspace power within a Joint/Combined Force. Duties: Operator Engagement Talks Planner: IAW AFI 16-117 plans, schedules, develops and executes Operator Engagement Talks (OETs), on behalf of the CSAF, with designated partner and allied countries (15 approved countries) on a 15-24 month cycle. Warfighter Talks Planner: Plans and executes Warfighter Talks with service counterparts (Army, Navy, Marine Corps, Coast Guard, Space Force) and selected Combatant Commands (US Special Operations Command, US Strategic Command, US Space Command, others as directed). Staff Administrator and Coordinator: Must be able to achieve effective staff actions and produce products that meet the intent of assigned tasks and anticipate future requirements. Presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Thorough knowledge of National Security Strategy, National Defense Strategy, National Military Strategy, and the relationship of the various Air Force entities involved in overall planning and execution of operations in support of these strategies. Comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Thorough knowledge of capabilities, weapons systems, size and structure of allied/partner air forces.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the mission, roles, functions, organization, management, capabilities and operations of the US Air Force; thorough knowledge of joint, combined and coalition operations; general knowledge of mission roles, functions, organization, management, capabilities, responsibilities of Combatant Commands and DoD agencies. Expert knowledge of the National Defense Strategy and the USAF role in strengthening alliances and attracting new partners is vital for this position. Ability to independently recognize and analyze problems, conduct research, summarize results, schedule and plan activities and make appropriate recommendations with minimal supervisory or technical oversight. Ability to communicate effectively, both orally and in writing, in order to articulate and advocate Air Force positions and condense extremely technical information into layman's terms without altering basic content. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. Skill in preparing staff packages and briefings, conveying ideas and information on AF strategy, concepts and operations using information from models, studies and real world operations. Ability to negotiate complex issues and maintain good working relationships with service staffs, Joint Staff, OSD, Combatant Command staffs and international partners.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
