Main Purpose:

The Humanitarian Affairs Manager is responsible for managing all humanitarian affairs activities in the country in line with MSF policies and values, following the Operational line and linked with the HQ Analysis Department. The Humanitarian Affairs Manager is a member of the Country Management Team (CMT) and acts as a sparring-partner for all operational and medical teams.

Accountabilities:

CORE TASKS

  • Defining, implementing and coordinating MSF humanitarian affairs activities for the country team, including identifying the humanitarian issues of concern to MSF and drafting strategies addressing them.
  • Supervise the quality of field-level data collection (under MSF ethical guidelines) for humanitarian affairs purposes.
  • Analyzing and reporting on key humanitarian issues and trends; provide regular updates on humanitarian aid system dynamics (UN/NGO/Donor planning, activities and positioning) to increase the leverage and the impact of MSF positioning.
  • Draft ad hoc talking points and internal situation reports in relation to main medical-humanitarian concerns while strengthening the integration of humanitarian affairs into MSF strategic documents (analysis, critical reflection, contextual understanding).
  • Advises CMT and Country Coordinator/Medical Coordinators on perception related to positioning and operational strategy and supports insurance of good acceptance for MSF projects/presence.

DATA COLLECTION - ANALYSIS

  • Design and support the implementation of data collection systems with regards to the country context and medical-humanitarian issues, particularly in terms of operational environment (regulation frameworks, donor/aid agreements, economic developments etc.) to provide reliable information for operational and strategic decision-making.
  • Propose improvements in the methodologies and tools used, and provide training to MSF teams as required
  • Undertake actor mapping and stakeholders’ analysis in support of project coordinators, country coordinator, and medical coordinator

REPRESENTATION

  • Support networking needs by participating in representation duties (on delegation from the country coordinator).
  • On request/project basis, interact with the international MSF analysis and representation network (reflection centres, the HRT network, the MSF Access Campaign, etc.) to provide updated contextualized medical-humanitarian content.
  • Lead discussions, trainings, briefings, etc. on the country’s medical-humanitarian context, and humanitarian affairs activities/strategies for MSF staff.

ON REQUEST

  • Undertake in country assessments (in relation to data gathering/context analysis or exploratory assessments) and other work-related traveling as required.

Education

Essential degree (anthropology/social/political sciences, law, protection, public health) with first-rate writing skills and excellent research / analytical skills.

Campaigning organizational experience an asset.

Experience

  • Essential previous working experience of at least three years in humanitarian affairs, research or analysis.
  • Essential experience with MSF, with other NGOs or with a medical organization.
  • Good understanding of current humanitarian debates and of the dilemma/compromise nature of modern humanitarian interventions
  • Experience working in activities focused on vulnerable/excluded populations

Skills

  • Fluency in Arabic and English is essential
  • Computer skills (Microsoft Office tools, Internet) and social media tools.

Job Conditions:

Location: Maadi, Cairo, Egypt.

Contract type: Fixed-term Contract – Full-time (working hours: 8:30 am – 5:00 pm)

Please note that the salary is not negotiable, and that previous MSF experience will be taken into account for salary calculation.
