Major duties

  • Serves as Director for center operations performed by a Service Provider (SP).
  • Directs and manages the work of the Continuing Government Activity (CGA) responsible for SP oversight responsibilities including the implementation of the Quality Assurance Surveillance Plan (QASP).
  • As the senior specialist on distribution management, provides expert technical advice to the center director and other local managers on assigned programs and other matters that affect the center's programs and projects.
  • Analyzes and modifies plans, programs and objectives, recommending major changes to ensure the best possible level of support to the customer.
  • Attends and conducts meetings and conferences with customers, contractors, federal and local officials, and military officers to negotiate or settle controversial issues.
  • As the Director of a distribution center, participates fully in the overall management of the distribution mission and its programs.
  • Establishes and implements goals and objectives, long-range plans and management controls for the purpose of controlling operations, determining costs, and evaluating performance while taking action to correct program and operational deficiencies.

Qualifications

To qualify for a Distribution Facilities Manager your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.Creditable specialized experience includes: Coordination and integration of numerous functions involving supply, maintenance, procurement, contract surveillance, transportation, inventory management, quality assurance, facilities and property management, and equipment as well as safety, security, and disposal. Analyzes and evaluate plans, programs and critical issues from higher headquarters that affect center operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
