This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10) In this position, you will serve as the Branch Chief of the Human Resources Staffing Branch, Human Capital Division, Mission Readiness Directorate, Office of Trade (OT). The primary purpose of this position is to provide technical and administrative supervisory responsibilities for a variety of programs and policies related to workforce management, by monitoring, analyzing, and evaluating workforce management processes and planning, formulating, and developing recommendations for improvement of OT internal procedures (e.g., standard operating procedures and internal guidance) related to organization structure, data, trend analysis, pay setting, non-disciplinary removals, and workforce planning. Major duties may include, but are not limited to: Leading and overseeing the operations of an Office of Trade Human Resources Staffing Branch (e.g., hiring, staffing, applicant care, onboarding, and organizational and slot management), and managing efforts, associated goals, and objectives in support of office initiatives, directives, and priorities. Providing detailed analysis and implementing process and service improvement for workforce management services provided by the Branch. Serving as a primary liaison between the Office of Trade and the Office of Human Resources Management (HRM) as it pertains to workforce management operations to resolve processing, recruitment, reporting actions and activities, and other hiring and staffing issues. Supervising subordinates and the execution of branch operations, to include directing and reviewing work products, enhancing and improving operations, and supporting, mentoring, and inspiring branch employees. Interacting with senior leaders, managers, and supervisors with the goal of understanding organization priorities, planned requirements, and senior leadership guidance in order to optimally meet operational missions. Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing oversight and analysis of programs and policies related to human resources staffing and workforce management, including analysis and recommendations for improvement in areas of staffing, classification, organization structure, and data and trend analysis. Developing and analyzing comprehensive hiring plans based on projected turnover, losses, and program changes, and provide analytical data reporting for all supported offices to capture employment levels and trends. Serving in an advisory capacity to management officials on a wide range of analytical and programmatic workforce management functions. Developing and recommending improvements in services, leading teams and/or projects in the redesigning, automating, and re-engineering of processes in order to meet the varied and changing requirements. Performing with a high degree of independence in the administration of workforce management functions on behalf of senior management.
