Barbaricum is seeking a Task Lead and Senior International SOF Support SME on an anticipated opportunity to provide senior-level SME support on international SOF engagement while managing day-to-day contractor performance, staffing, quality assurance, travel, surge hours, and contract deliverables. This individual also performs as a Senior International SOF Support SME and will be the primary point of contact between the contractor workforce and the USSOCOM J3 International (J3-I) Directorate.

Responsibilities

Oversee and perform day-to-day management and administration of project tasks; develop detailed work plans and schedules in support of the J3-I mission and objectives

Assign contractor personnel responsibilities; manage contractor travel; manage contractor surge hours

Perform quality checks of all work products; interact continually with the J3-I government lead, COR, and Technical Representatives

Present interim results, discuss concerns, and ensure total product/service satisfaction and successful transition of all phased-in requirements

Provide advice, insights, and experience concerning international SOF support to all elements of the J3-I

Assist and advise J3-I leadership in the management of the overall J3-I program of work to meet CDRUSSOCOM objectives and priorities

Participate and facilitate J3-I strategic planning

Support functional SMEs in maintaining timely/accurate global awareness and assisting in the integration of PN SOF capabilities into plans, operations, crisis response, and capability development across the SOF Enterprise

Develop measures of performance and measures of success for J3-I

When required, mentor international SOF officers and senior NCOs on USSOCOM, its components, operational headquarters, and SOF culture

Perform close-out and escort duties as part of the Division's Security Procedure

Qualifications

Active Top Secret clearance with SCI eligibility

Senior (O-5 or above) Army Special Forces officer with 15 years combined experience in operations and Partner Nation (PN) development at O-6 command, TSOC, or NATO SOF HQ level

Master's degree in international relations or related field

Graduate of School of Advanced Military Studies (SAMS) or equivalent military planning course

1-year recent (last 5 years) combat/operational experience as part of combined joint special operations task force or TSOC staff

Minimum 1 year of experience working with coalition SOF partners

Joint Professional Military Education (JPME) Level II or equivalent graduate

Additional & Desired Qualifications

Experience managing T&M or CPFF service contracts including staffing, deliverables, travel, and surge management

Experience with CDRL deliverable preparation and submission

Familiarity with DFARS 252.204-7012, NIST SP 800-171, and CMMC Level 2 requirements

Experience with GSA OASIS+ contract vehicles

Experience on the incumbent J3-I contract (GSA 47QFSA20F0066)

Direct familiarity with the J3-I mission set at MacDill AFB

PMP or equivalent program management certification

Foreign language proficiency

Existing relationships with international SOF partner nation leadership
