Job Responsibilities
- Lead and manage the company’s overall procurement and purchasing activities for construction materials, equipment, machinery and other project-related requirements.
- Develop and implement procurement strategies to support the company’s construction projects, operational requirements and cost-control objectives.
- Manage local and overseas sourcing activities, with a strong focus on identifying, evaluating and developing suitable suppliers and manufacturers in China.
- Travel frequently between Singapore and China as required for business operations , including supplier sourcing, factory visits, commercial negotiations, supplier evaluations, production monitoring, quality inspections and procurement coordination.
- Conduct supplier and factory assessments in China to evaluate production capabilities, product quality, pricing competitiveness, delivery capacity and compliance with project specifications.
- Lead commercial negotiations with suppliers and manufacturers on pricing, contractual terms, payment terms, production schedules and delivery arrangements.
- Establish and maintain strategic relationships with key suppliers and manufacturers in Singapore, China and other overseas markets.
- Review and approve supplier quotations, cost comparisons, purchase recommendations and purchase orders within the assigned authority.
- Manage procurement budgets and implement cost-control measures to achieve competitive purchasing costs while maintaining required quality and project standards.
- Monitor the procurement process from sourcing and order placement through production, inspection, shipment and final delivery to Singapore project sites.
- Coordinate with Project Managers, Engineers, Quantity Surveyors and site teams to forecast material requirements and develop procurement schedules according to project timelines.
- Work closely with freight forwarders, suppliers and relevant parties to coordinate international shipments, import documentation and timely delivery of materials and equipment from China to Singapore.
- Monitor supplier performance and resolve major issues relating to product quality, pricing, production delays, delivery schedules and contractual obligations.
- Analyse material pricing, supplier capabilities, market conditions and supply-chain risks and provide procurement recommendations to management.
- Maintain proper procurement documentation, supplier evaluations, purchasing records, contracts and management reports.
- Ensure procurement activities comply with company policies, contractual requirements, project specifications and applicable Singapore regulations.
- Provide regular procurement, cost-saving, supplier performance and supply-chain updates to senior management.
Overseas Travel Requirement
The position requires frequent business travel to China to manage and develop the company’s China-based supply chain, conduct supplier and factory assessments, negotiate commercial terms, monitor production and quality, and coordinate the timely supply of construction materials and equipment for the company’s projects in Singapore.
