Victoria Airport Authority is looking for an experienced and collaborative leader to join our Planning and Infrastructure team as Manager, Project Delivery and Engineering.

This is an exciting opportunity to take a leadership role in the delivery of capital infrastructure projects that directly support the operation, growth and evolution of Victoria International Airport. From planning and design throughprocurement, construction and completion, you?ll help turn ideas and priorities into infrastructure that makes a visible and lasting difference at YYJ.

Reporting to the Director, Planning and Engineering, you?ll lead a talented team of Project Managers and technical professionals and oversee the day-to-day delivery of VAA?s capital project portfolio. You?ll help strengthen project delivery across the organization while balancing scope, schedule, budget, quality and safety with the unique operational requirements of an active airport environment.

This isn?t a role where you?ll simply oversee projects from the sidelines. You?ll be at the centre of project delivery - working across the organization and with consultants, contractors, tenants, regulators and airport partners to solve problems, manage competing priorities and keep projects moving forward.

Requirements:

The ideal candidate will have:

Education & Experience:

  • Degree in engineering, architecture, construction management, business administration, or related discipline, plus 7-10 years of related experience; OR
  • A minimum of ten years of related experience in a similar leadership role.*

*Recent, related experience must include:

  • Leading capital infrastructure projects.
  • Supervising or mentoring project management staff.
  • Managing budgets, procurement processes, and contracted service delivery.

Preferred Qualifications:

  • Experience managing capital programs in an airport or transportation environment.
  • A P.Eng. with membership in Engineering and Geoscientists of British Columbia (EGBC)
  • A PMP designation with the Project Management Institute

Knowledge of:

  • Regulatory, safety, and industry standards for airport infrastructure planning and construction.
  • Capital program management practices and project governance.
  • Procurement, contract negotiation, and contract management.
  • Transport Canada and Canadian Aviation Security regulatory frameworks.
  • Construction methodologies, cost estimating, and risk management.
  • Human resource leadership and performance management.
  • Business English and formal communication practices.
  • Airport operations, safety standards, and regulatory compliance.

Skills and abilities:

  • Strong leadership capabilities, including the ability to coach, mentor, motivate, and manage performance while fostering a positive, accountable team culture.
