Supervisory Quality Assurance Specialist

This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Education Service (EDU), Operations Integrity Division. The Quality Assurance Chief plays a critical role in overseeing the organization's quality assurance programs and ensuring compliance with applicable laws, regulations, and internal policies.

Major duties

Serves as the Supervisory Management Analyst for the National Quality - Automation team within Education Service. In that capacity, responsible for leadership, direction and coordination of the Service's equality programs and materials. Incumbent is also responsible for the program analysis and quality control of the programs, and for providing advice, guidance, and operational support to the Assistant Director for Operations Integrity. Specific duties include: Analyze needs, designs and develops materials, training recommendations, and evaluates quality programs in order to revise content. Responsible for developing quality assurance for central office internal controls. Responsible for planning, scheduling, facilitating, and marketing quality assurance products/ programs, assessing performance and providing feedback. Conduct a comprehensive program of appraisal and evaluation of all automated program activities in Education Service. Provide guidance and advice on issues associated with quality assurance. Identify quality needs using surveys, focus groups and similar tools that provide feedback and priorities from employees, managers, supervisors, and program participants. As assigned, plans, and directs program area reviews and studies, ranging in complexity from specific operational functions and problems to program-wide applications. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/04/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Supervision of staff to accomplish quality assurance work reviewing quality work products by vendor and assessment of internal controls; substantial knowledge and application of quality assurance principles, practices, and procedures. Possesses experience conducting quality assurance activities, experience designing and overseeing quality programs in relation to technical performance or review. Experience assigning, planning and directing program area reviews related to specific operational functions/ problem areas. Experience leading project assignments that are related to quality needs assessments and possess the experience presenting results of quality reviews to senior leaders, government officials and stakeholders.
