About the Position: The Management & Program Analysis Officer assigns work requirements to subordinates including explanation of functions, goals , and desired objectives, is responsible for surveillance, analyzing, and recommending improvements to organizational procedures and processes, provides installation program management oversight for a wide range of programs, and serves as a Special Staff Action Officer between Civilian Human Resources Service Centers (CHRSCs) and the organization.

Major duties

  • Directs subordinate personnel management and operational workflows to ensure mission accomplishment, high-accuracy deliverables, and adherence to policies.
  • Administers installation-wide human capital and specialized compliance programs (including DPMAP, PII, OWCP, and Telework) to provide actionable regulatory advisory services to command leadership.
  • Evaluates organizational staffing trends, budget lines, and tasker metrics to formulate strategic workforce recommendations and ensure timely reporting to higher headquarters.
  • Serves as principal liaison between directorate leadership and Civilian Human Resources Service Centers (CHRSC) to streamline personnel actions, manpower utilization, and administrative policy execution.
  • Analyzes organizational structures, mission realignments, and training development systems to optimize command operational efficiency and maintain critical emergency readiness.

Specialized Experience: One year of specialized experience which includes: 1) participating in the administration of human capital and workforce development programs such as performance management, training, or awards; 2) coordinating civilian personnel actions and staffing requests with servicing HR offices; 3) gathering, validating, and analyzing operational and organizational data to generate status reports and staffing recommendations; and 4) providing guidance to staff on standard administrative and compliance policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
