About the company

Our client is an established global financial institution seeking an experienced Program Manager to drive regulatory and operational transformation within its banking and markets business. This contract opportunity suits a strong change leader who combines strategic thinking with hands-on execution and confident senior stakeholder engagement.

Your tasks

You will lead complex regulatory change initiatives across business, operations, compliance and technology, translating requirements into practical delivery plans and ensuring implementation within agreed timelines, budgets and quality standards.

• Own end-to-end delivery, from scoping and requirements definition through testing, implementation and operational handover.
• Establish integrated plans, milestones, governance structures and success measures across related workstreams.
• Partner with stakeholders to assess regulatory requirements and define effective process and system changes.
• Manage dependencies, resolve delivery blockers and maintain alignment on priorities and outcomes.
• Lead governance forums and steering committee discussions, providing concise updates on progress, budgets, risks and decisions required.
• Translate complex issues into clear recommendations for senior stakeholders.
• Oversee business analysis and process design, ensuring solutions address operational requirements and controls.
• Define testing approaches, oversee user acceptance testing and track material defects through resolution.
• Coordinate migration, implementation and operational readiness for a controlled transition into business-as-usual.
• Escalate program risks, oversee remediation and provide direction to cross-functional teams.

Requirements

• A bachelor's degree with at least five years of relevant project, program management or transformation experience within financial services.
• A proven track record of delivering complex, cross-functional initiatives involving regulatory change, operational transformation or remediation.
• Excellent communication and presentation skills, with the ability to simplify complex topics and build confidence with senior stakeholders.
• Strong influencing skills and experience aligning business, operations, compliance and technology teams across regional or global environments.
• Demonstrated ownership of delivery plans, budgets, dependencies, risks and governance.
• Strong analytical and business analysis capabilities, including requirements gathering and process assessment.
• Hands-on experience overseeing testing, implementation and operational readiness.
• Ability to move between strategic oversight and detailed execution, taking personal ownership of delivery challenges.
• Banking and markets knowledge and familiarity with global or Asian regulatory requirements would be advantageous. Familiarity with Agile delivery, JIRA or similar planning tools, roadmaps and governance frameworks.
• Banking transformation, regulatory remediation, COO change and financial services consulting backgrounds are welcome.
