SUPV PRODUCTION CONTROLLER

You will serve as a Supervisory Production Controller in the Commissioned Submarine Project Dept, Regional Support Division of SUPERVISOR OF SHIPBUILDING GROTON.

Major duties

• You will serve as the NAVSEA Groton Regional Support Business Manager.
• You will make determinations on the best-value methods to perform work items brokered for performance by activities other than the Naval Submarine Support Facility New London (NSSF).
• You will focus on maintenance items to be performed on the Groton waterfront and management of a budget allocated by the TYCOM.
• You will be responsible for planning and executing repair work within budget for non-FMA work using private-sector contracts.
• You will oversee Contracting Officer’s Representative (COR) functions, as applicable, and reports back to the responsible Contracting Officer.
• You will negotiate and coordinate with senior managers and department heads to resolve work-related matters affecting the departments, keeping higher authority advised of critical problems that may impact the program areas of responsibility.
• You will perform long-range planning, including determining the number and type of personnel required, the work, labor-saving methods, procedures, and control measures to ensure adequate performance by Government and private contractor personnel.
• You will make adjustments in department operations to support mission requirements, emergent and emergency requirements, and the needs of both organizations.
• You will monitor private contractor performance and progress, identifies problem areas, and coordinates workarounds to enhance schedule completion while minimizing overall cost to the Government.
• You will supervise a team of Production Controllers.
• You will be responsible for the direction and coordination of operations necessary to accomplish the assigned responsibilities of the unit.
• You will manage and execute administrative, contractual, and budgetary tasks necessary for activities other than the FMA to perform submarine repair work on the Groton waterfront.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NJ-03 (GS-11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating production operations (e.g. planning, cost estimation, contract execution and requirements, materials availability, work schedules and progress, or problem resolution) for the repair or maintenance of submarines.
