Contracting Officer Representative

About the Position: Located at Madigan Army Medical Center in Tacoma, Washington, this position serves within the Department of Pathology and supports contract oversight, performance monitoring, and cost/market analysis functions essential to medical service delivery. Major duties

• Serve as the Contracting Officer’s Representative for the Medical Treatment Facility, acting as the liaison with the Contracting Officer on contract requirements and administration.
• Evaluate medical service contracts and maintains contractor performance documentation in accordance with the Quality Assurance Surveillance Plan (QASP).
• Assess contractor performance for acceptability based on contract terms and service-summary standards.
• Initiate and submit Contract Discrepancy Reports (CDRs) or Corrective Action Reports (CARs) to address unacceptable contractor performance.
• Conduct market research and applies labor rates, qualifications, materials, equipment, and inflation data to develop contract estimates and pricing/bidding schedules.
• Use office automation tools to prepare correspondence, manage spreadsheet and record data, and transmit and receive email.

Specialized Experience: One year of specialized experience which includes performing Contracting Officer Representative (COR) support duties such as monitoring and documenting contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP), conducting market research, and liaised to resolve issues and maintaining continuity. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Contract Management, Procurement and Acquisition, Business Administration, Acquisition. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Highly desirable candidates with experience in pathology-related contracts are preferred to support mission requirements within the Department of Pathology. GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the SECOND lower grade (GS-07) (or equivalent).
