Accountant

As an Accountant, you will primarily be involve in coordinating accounting activities between Colorado River Storage Project Region (CRSP) and it partners (i.e. U.S. Bureau of Reclamation, Rocky Mountain Region, Desert Southwest Region, Western Area Power Administration Headquarters). Additionally, requires cross-functional coordination with other CRSP areas such as Rates, Contracts, Operations, and Environment to ensure accurate and transparent accounting information.

Major duties

As an Accountant, you will: Initiate, review, and validate financial work outputs affecting project accounts, including project creation, adjustments, and year-end transactions. Serve as the primary point of contact for internal and customer audits regarding financial and accounting records, directly resolving audit findings, management letters, and internal control issues Analyze capital investment financial data, evaluate expense-to-budget trends on assets, and assist management in determining asset replacement schedules and identifying funding sources

Qualifications

Applicants MUST meet both the Basic Requirement and Specialized Experience as outlined below. BASIC REQUIREMENT: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidates application and 2-pg resume must demonstrate at least one year of specialized experience equivalent to the next lower grade. Specialized experience for this position must include ALL of the following: Advises and assists management in using accounting and financial data to effectively manage and control programs. Analyzes Capital Investment financial data for future years and expense data for prior and current years. Initiates and/or reviews work outputs which affect project accounts (i.e. project creation, accounting adjustments, project closing, and end-of-year transactions. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
