About VSMC
VisionPower Semiconductor Manufacturing Company Pte. Ltd. (VSMC) is a joint venture between Vanguard International Semiconductor Corporation (VIS) and NXP Semiconductors (NXP), with a 300mmwafer manufacturing facility in Singapore serving the automotive, industrial, consumer and mobile markets.
Key Responsibilities
- Develop and execute the Learning and Development strategy to support VSMC’s business objectives, technology roadmap, production ramp-up and workforce capability requirements.
- Lead structured orientation and OJT program for employees across all functions, including Fab Operations, Engineering, Facilities, Quality and corporate functions.
- Partner with functional leaders and subject matter experts to identify competency requirements and develop relevant technical, operational, leadership and behavioral program.
- Establish and maintain role-based competency frameworks, training matrices, qualification standards and career development pathways.
- Manage the Learning Management System (LMS), ensuring accurate training records, effective reporting and compliance with applicable company policies and regulatory requirements.
- Develop train-the-trainer program and internal knowledge-transfer channels to strengthen technical capability and support workforce development.
- Manage partnerships with educational institutions, government agencies and external training providers to build sustainable local talent pipelines.
- Monitor training effectiveness through competency assessments, qualification results, performance indicators and employee feedback, and drive continuous improvement.
- Lead company-wide engagement surveys and partner with functional leaders to drive post-survey action planning to continuously improve workplace culture.
- Manage the L&D budget, vendors and learning program, while supporting leadership development, employee engagement and succession planning.
- Perform any other ad hoc duties as assigned or required by Management.
Education Qualifications & Essential Experience
- Bachelor’s degree in human resources, Business Administration, Education, Engineering or a related discipline.
- At least 8 years of relevant experience in Learning and Development, Talent Development, Organizational Development or a related field.
- Experience managing learning program for a technical, manufacturing or 24/7 operational workforce, preferably in the semiconductor industry.
- Experience in competency frameworks, technical training, qualification systems, career development and LMS administration.
- Strong stakeholder management, communication, facilitation and program management skills.
- Experience supporting a greenfield facility, manufacturing start-up or production ramp-up would be advantageous.
Key Skills and Attributes
- Understanding of semiconductor manufacturing operations and technical workforce requirements.
- Experience developing internal trainer networks and structured knowledge-transfer program.
- Ability to use learning data and feedback to evaluate program effectiveness and drive improvements.
- Strong organizational skills and the ability to manage multiple priorities in a fast-paced, multicultural environment.
- A professional qualification in Human Resources or Learning and Development, or a relevant postgraduate qualification, would be advantageous.
