GENERAL MANAGER – CLEANING & FACILITIES MANAGEMENT

ABOUT THE COMPANY

Universal HRA Home Service Pte. Ltd. is a Singapore-based cleaning and facilities management company providing professional cleaning services to residential and commercial clients.

We are looking for an experienced, responsible and hands-on General Manager to oversee the company's overall operations, manpower, client management, business development, sales, contracts, service quality and business growth.

JOB RESPONSIBILITIES

  1. Overall Business & Operations Management
  • Oversee the company's daily business and operational activities.
  • Develop and implement operational plans, procedures and company SOPs.
  • Set operational targets, KPIs and performance standards.
  • Monitor overall company performance and identify areas for improvement.
  • Ensure smooth and efficient daily operations across all projects.
  • Handle urgent operational matters and make timely decisions.
  • Report business and operational performance to senior management.
  1. Cleaning & Facilities Management
  • Oversee all cleaning and facilities management contracts.
  • Ensure services are delivered according to client requirements, contracts and company standards.
  • Conduct regular site inspections and quality audits.
  • Monitor cleaning quality, productivity and service performance.
  • Investigate service issues and implement corrective actions.
  • Manage mobilisation and takeover of new cleaning contracts.
  • Ensure smooth commencement of new projects.
  1. Manpower Management
  • Plan manpower requirements for all existing and new projects.
  • Manage deployment of local and foreign employees.
  • Prepare manpower schedules and deployment plans.
  • Monitor attendance, punctuality, productivity and performance.
  • Arrange staff replacements for leave, absenteeism and emergencies.
  • Recruit and interview suitable staff when required.
  • Conduct staff orientation, training and performance assessments.
  • Handle staff performance and disciplinary matters.
  • Develop supervisors and team leaders.
  1. Client & Contract Management
  • Maintain strong relationships with existing clients.
  • Attend client meetings, site inspections and contract review meetings.
  • Understand client requirements and ensure service standards are maintained.
  • Handle client complaints and escalated service issues.
  • Ensure timely follow-up and resolution of client concerns.
  • Monitor contract renewals and service performance.
  • Identify opportunities to increase services for existing clients.
  1. Sales & Business Development
  • Develop new business opportunities for cleaning and facilities management services.
  • Identify and approach potential commercial clients.
  • Build relationships with offices, schools, clinics, condominiums, retail outlets, property managers and other organisations.
  • Conduct site visits and assess cleaning requirements.
  • Prepare and review quotations and service proposals.
  • Follow up with prospective clients and support contract negotiations.
  • Develop strategies to increase company revenue.
  • Identify new markets and potential business opportunities.
  • Support the sales team in achieving business targets.
  1. Tender Management
  • Identify suitable government and private-sector tender opportunities.
  • Review tender specifications, requirements and evaluation criteria.
  • Coordinate tender preparation with the operations and management teams.
  • Assist with manpower planning, costing and pricing.
  • Review tender proposals before submission.
  • Coordinate site surveys and tender briefings.
  • Ensure required documents and certifications are properly prepared.
  • Monitor performance of awarded contracts.
  1. Financial & Cost Management
  • Monitor operational costs and project profitability.
  • Review manpower, equipment, transportation and consumable costs.
  • Assist with annual budgets and business planning.
  • Review pricing and quotations.
  • Identify opportunities to improve cost efficiency.
  • Monitor unnecessary wastage and operational expenses.
  • Work closely with management and accounts on financial matters.
  • Follow up on outstanding customer payments when required.
  1. Procurement & Equipment Management
  • Oversee purchasing of cleaning equipment, machinery, chemicals, tools, uniforms and consumables.
  • Coordinate with suppliers and negotiate pricing where appropriate.
  • Monitor stock and inventory levels.
  • Ensure equipment is properly maintained.
  • Monitor company assets and reduce unnecessary losses or wastage.
  1. Quality, Safety & Compliance
  • Ensure cleaning operations comply with applicable Singapore requirements.
  • Ensure employees follow company SOPs and workplace safety procedures.
  • Monitor safe use and handling of cleaning chemicals and equipment.
  • Investigate workplace incidents and service-related issues.
  • Ensure proper operational documentation and records are maintained.
  • Support company audits, inspections and compliance requirements.
  1. Staff Leadership & Training
  • Lead and motivate operational teams.
  • Conduct regular team meetings and briefings.
  • Set clear responsibilities and performance expectations.
  • Monitor staff discipline and professionalism.
  • Identify training needs and arrange appropriate training.
  • Develop supervisors and future management staff.
  1. Marketing & Business Growth
  • Support the management team in developing marketing and business-growth strategies.
  • Identify new customer segments and service opportunities.
  • Support online and offline marketing activities.
  • Monitor customer feedback and company reputation.
  • Develop business relationships and strategic partnerships.
  1. Reporting & Administration
  • Prepare regular reports covering operations, manpower, sales, contracts and performance.
  • Maintain accurate operational records.
  • Analyse KPIs and recommend improvements.
  • Ensure proper documentation for clients, staff and contracts.
  • Attend management meetings and contribute to business planning.
  1. Emergency & After-Hours Operations
  • Handle urgent operational issues and client emergencies.
  • Arrange emergency manpower replacement when required.
  • Respond to major service disruptions and operational problems.
  • Coordinate service recovery with clients and operational teams.
  • Be available to support critical operational matters when required.

WORKING HOURS & OFF DAYS

Please note that this is a management position with operational responsibilities.

  • Working hours are not flexible and will be scheduled according to company and operational requirements.
  • Weekly off-days are not fixed or flexible and will be assigned according to operational needs.
  • The General Manager may be required to work outside normal working hours when operationally necessary.
  • Occasional work on Public Holidays and scheduled off-days may be required due to urgent operational matters, client requirements, site inspections, staff shortages or business needs.
  • The candidate must be prepared to handle urgent operational matters outside normal working hours when required.
  • The role requires a high level of commitment, responsibility and availability.

REQUIREMENTS

  • Minimum 3–4 years of relevant management experience.
  • Experience in cleaning services, facilities management, property management, hospitality or a related service industry is preferred.
  • Proven experience managing employees and multiple operational sites.
  • Strong leadership and people-management skills.
  • Strong sales and business-development skills.
  • Good negotiation and client-management abilities.
  • Strong organisational and problem-solving skills.
  • Able to manage multiple responsibilities under pressure.
  • Good knowledge of cleaning operations and service standards.
  • Good computer, reporting and administrative skills.
  • Strong command of English.
  • Singapore Class 3 driving licence is an advantage.
  • Relevant cleaning/facilities management qualifications are an advantage.
