You will serve as a NON-NUCLEAR CONTINUING TRAINING AND DEVELOPMENT COORDINATOR in the Preservation Shop (Code 970), Production Resources Department manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.

Major duties

  • You will spot audit trade theory/core tasks records and qualification records, for conformance with established guidelines.
  • You will establish metrics to identify material costs expended by each fiscal year for Overhead Expenditures/Labor Expenditures on a monthly basis.
  • You will maintain monthly the Code/Shop CTD Strategic POAM- courses, materials, manpower on a ten year cycle.
  • You will coordinate the procurement, storage, and the use of instructional materials and textbooks, audio-visual aids, training devices, and laboratory equipment.
  • You will coordinate the keeping of shop/code training plans current, and check them for adequacy.
  • You will maintain a training database.
  • You will develop, initiate, schedule, and implement programs for the development of personnel.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

GS-11 Designing, scheduling, and executing systematic compliance audits of shop trade theory, core task completions, and qualification records against technical specifications and federal directives to identify deficiencies and enforce trade standard. Conducting rigorous, systematic compliance audits of shop trade theory, core task completions, and qualification records against technical specifications and established directives to identify training deficiencies and enforce trade standards. Maintaining and standardizing electronic Mechanic Training Folder (MTF) workflows, database updates, and configuration controls to ensure total records integrity, continuous inspection readiness, and verified tracking of trade certifications. Formulating and delivering strategic stakeholder consultations, workforce training needs analyses, and authoritative Quarterly CTD Assessment reports to advise shop supervisors, superintendents, and executive leadership on program effectiveness. Managing cost-effective procurement, inventory control, and operational readiness protocols for instructional materials, textbooks, audio-visual aids, shop laboratory equipment, and specialized training devices. Facilitating high-impact briefings on sensitive or controversial trade issues across multi-tier audiences, structured technical coaching, and continuous feedback mechanisms that systematically advance workforce competencies.

GS-09 Coordinating and executing established Continuing Training and Development (CTD) course schedules, classroom reservations, and roster management within technical training databases to support day-to-day instructional operations. Reviewing and verifying routine shop trade theory completions, core task sign-offs, and qualification entries against established checklists and guidelines to report discrepancies and track required corrections. Updating and organizing electronic Mechanic Training Folders (MTFs) and worker qualification files in accordance with established standard operating procedures to maintain accurate, audit-compliant personnel records. Gathering and summarizing training completion metrics, attendance data, and shop feedback to assist senior coordinators and supervisors with drafting Quarterly CTD reports and status updates. Issuing, tracking, and maintaining physical inventories of instructional materials, textbooks, audio-visual equipment, and shop laboratory training aids to ensure availability for scheduled training sessions. Delivering clear technical briefings, responding to employee inquiries regarding training requirements, and assisting instructors with classroom presentation setups and training documentation.
