The Program Analyst, GS-0343-13, works in the Division of Management and Administration: Project Management. Oversees all phases of complex project life cycles and ensures effective planning, coordination, and execution across multiple functional areas. The Program Analyst provides expert project management support, works closely with senior leaders and external partners, and develops strategies, multi-year plans, and solutions that address risks, challenges, and mission-critical needs.

Major duties

The Program Analyst leads and manages high-visibility Service-wide and Department-wide projects, coordinating all phases of the project life cycle across diverse functional areas. The incumbent provides expert project management support, ensuring effective collaboration with senior leadership and external stakeholders to deliver complex, mission-critical initiatives. As a Program Analyst the duties include but are not limited to the following: Provides project management expertise and coordinates all phases of the project life cycle of critical, high visibility projects. Responsible for planning, directing, managing, coordinating, and evaluating large-scale projects. Develops annual and multi-year project plans, identifies system requirements, formulates budget requests, isolates existing constraints and possible challenges and vulnerabilities, and develops solutions to resolve current or expected problems and risks. Evaluates project implementation and develops and implements corrective action plans to close identified gaps in project planning and implementation. Incumbent partners with management, employees, and customers to serve and advance the mission of the Service by ensuring consistent and reliable administrative and support services.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/01/2026 - unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Minimum Qualifications at the GS-13 grade level: Specialized Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience. Specialized experience may include: 1) developing a strategic communications plan to roll-out new initiatives and programs and developing and presenting training on project implementation; 2) collecting and analyzing workforce data for large scale government wide projects and making recommendations to the team concerning program trade-offs based on program assessments and evaluations; 3) preparing data for briefings with Senior Leadership to review, evaluate, and improve business processes and activities related to current and proposed initiatives; and 4) ensuring consistent and reliable administrative and support services by maximizing resources for mission delivery; and, building credibility by focusing on the achievement of planned outcomes and goals. You must include hours per week worked. NOTE: There is no substitution of education for specialized experience at the GS-13 grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If the Agency does not issue this written certification, the appointment will be terminated at the conclusion of the probationary period.
