The primary purpose of this position is: To serve as a first level supervisor, as Chief of Protocol, providing planning, directing, organizing, and exercising control over employees assigned to 52nd Fighter Wing (52 FW) Protocol Office (CCP). Responsibilities are to plan, manage, coordinate, advise, execute, and train on matters pertaining to protocol for the 52 FW.

Major duties

Plans, organizes, and directs the activities of 52 FW/CCP, ensuring that all matters pertaining to protocol comply with legal and regulatory requirements and meets customer needs. Serves as the Chief of Protocol and senior protocol advisor to the Commander, Vice Commander, Director of Staff, Command Chief, other senior leaders, staff, tenants, and GSUs. Provides 52 FW policy and procedural guidance concerning proper protocol requirements. On behalf of the commander, the Chief of Protocol independently develops, coordinates and executes proper protocol for DVs, ceremonies, and events, including agendas, briefings, tours, itineraries, meals, lodging and transportation arrangements are accomplished at 52 FW and other operating locations of the wing. Exercises supervisory personnel management responsibilities of four (4) or more military subordinate employees. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Interviews and selects or recommends to command staff, selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Represents the 52 FW commander and other senior leadership at a variety of meetings and social and official US and host nation events. During visits of high-level DVs, welcomes and hosts these individuals on behalf of the 52 FW commander and senior leadership.

Qualifications

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) Performing official protocol functions, concepts, and practices sufficient to serve as Chief of Protocol. (2) Applying extensive knowledge of the concepts, principles, and techniques to establish, implement, and maintain a proactive protocol program requiring extensive knowledge of military traditions and skill in working with high-level military and civilian officials. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and thorough understanding of the concepts, principles and practices of protocol, military ceremonies, traditions, customs and courtesies, and governing policies, pertinent laws, regulations, precedents, and organizational components and functions located throughout the agency. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, direct, and supervise the functions and staff of a small to medium sized organization and provide supervision and guidance to military and civilian personnel. Ability to communicate effectively, both orally and in writing, with skill in working with high level military and civilian officials and establishing and maintaining effective working relationships with diverse groups interested in or affected by ceremonial and protocol programs and policies. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds, and Operations and Maintenance (O&M) Funds and skill in applying basic resource, budget, and funds management. Skill in the use of various office automation software tools, programs, and techniques to support office operations and produce a wide range of products. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Motor Vehicle Operators: This is a drug testing designated position. The incumbent is subject to random testing for drug use IAW AFMAN 44-198, Attachment 2, Category I, Type 2: Motor Vehicle Operators. Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time. There may be prolonged periods of walking and standing when events are being set up and executed. The job occasionally requires moderate (15-44 lbs.) lifting and carrying of items. May be required to perform work during outdoor events and ceremonies which are typically planned and held under normal to moderate weather conditions but may occasionally involve inclement weather.
