Major duties

Summary The primary purpose of this position is: Provide a comprehensive inclusive approach to serving children and youth, ages six weeks to 18 years, with medical, educational, or other identified needs participating in Department of Defense (DoD) Child and Youth Programs (CYP). Duties: Classroom/Program inclusions support to include administering, implementing, and monitoring inclusion supports and behavior support processes in classrooms and programs by Department of the Air Force CYP Inclusion Guide. Child & Youth Program (CYP) professional education & coaching is coordinated with the Training & Curriculum Specialist (T&Cs) to provide regular training and coaching opportunities. Supports the identification (Non-Clinical assessment) of needs and classroom supports for children and youth through observations conducted by CYP professionals. Works collaboratively and maintains a network with military and community agencies to provide access for interventions and other needed service.

Conditions of Employment cont'd Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza . Must complete all DoD and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications. Must maintain current CPR and First Aid certifications. Must be 18 years of age and possess a high school diploma or equivalent. Must be able to follow verbal and written instructions and communicate effectively orally and in writing. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirement for GS-1701 Positions: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. OR Combination of education and experience: Courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child-related field. NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of child and youth development and education principles, norms, behaviors, growth patterns, and procedures to develop meaningful program services, and establish criteria for developmentally appropriate child activities, determine requirements for program material and equipment, and develop curriculum plans and activities which promote the physical, social, emotional, and intellectual growth of children at various ages, with a variety of needs, and in different settings; knowledge of a wide range of principles, concepts, practices, and methods used evaluate the program and improve the accessibility and quality of support provided to children and establish program/policy goals, structure, and the course of action necessary to meet AF and DoD requirements and strategic vision; knowledge of a wide range of concepts and methods to improve program accessibility and quality, meeting both Air Force and Department of War (DoW) requirements; knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the organization's mission, as well as higher headquarters policies and principles applicable to financial indicators, corporate standards, and performance measurements; knowledge of the major issues, program goals, objectives, work processes, and administrative operation of assigned organizations, and the program requirements related to fire safety, health and sanitation, food service, and nutrition information; Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues in the program area; skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. NOTE: You MUST submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of the principles, theories, concepts, and practices of early childhood development, youth development, child care regulation regulations encompassing infant through school-age, youth and teens and child and youth development theories. methodology, and practices. 2. Professional knowledge of early intervention, special education, early childhood inclusion, and evidence-based and trauma-informed practices that support inclusive environments related to birth to 18-year-olds. 3. Skill in the practice-based coaching model, facilitating training with adult learners, providing feedback, and adjusting training pace and activities to meet diverse learning needs. 4. Professional experience in observation and assessment methods and implementation science. 5. Skill in conducting functional behavioral assessments and collaborating with a team to develop implement and monitor Inclusion or Behavior Support Plans (ISP/BSP). 6. Ability to effectively communicate, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.

Note: The VOW Act provides tentative preference. If appointed, a DD Form-214 must be submitted upon receipt
