Senior Financial Planning Manager
Interim
Spencer Clarke Group are working closely with a Local Authority in the South East to appoint an Interim Senior Financial Planning Manager.
This is a senior assignment leading the Council's financial planning, MTFS and budget-setting activity, while providing strategic advice to senior leaders and Members.

- Rate: £600 - £700 per day PAYE
- Initial Contract: 6 months
- Hours: 37 hours per week

The Role
The successful candidate will lead the development and delivery of the Council's Medium-Term Financial Strategy and annual revenue and capital budget-setting processes.
Key responsibilities:
- Leading the development, maintenance and delivery of the Council's MTFS.
- Coordinating annual revenue and capital budget setting, forecasting and financial modelling.
- Providing robust strategic financial advice and challenge to senior officers and elected Members.
- Leading monthly budget monitoring and quarterly financial performance reporting.
- Identifying financial risks, funding pressures, savings opportunities and appropriate mitigations.
- Reviewing business cases, investment proposals and transformation initiatives for affordability and deliverability.
- Producing clear reports for senior leadership, Cabinet, committees and Members.
About You
You will ideally have:
- Significant financial planning and budget-setting experience within a Local Authority environment.
- Extensive experience developing and managing an MTFS, supported by strong modelling, forecasting and reporting skills.
- A strong understanding of Local Government finance, with experience advising senior officers and elected Members.
