Senior Planning Enforcement Officer / Planning Enforcement Officer

Location: Welwyn Garden City (Hybrid Working - 2 Days in the Office) Contract: Temporary - 12 Weeks Hours: Full-Time, 37 Hours Per Week Pay Rate: £18.44 - £24.14 per hour PAYE (Dependent on Experience)

We are seeking an experienced Planning Enforcement Officer through to Senior Planning Enforcement Officer level to support a Local Authority Planning Enforcement team in Welwyn Garden City on a temporary basis.

Working within Development Management, you will investigate and take action against breaches of planning control, helping to ensure development across the Borough complies with planning legislation, planning permissions and the Welwyn Garden City Estate Management Scheme. The role profile notes responsibility for investigating planning, advertisement, listed building and conservation area enforcement matters, undertaking site visits, preparing reports and supporting formal enforcement action.

Main Responsibilities

  • Investigate alleged breaches of planning control.
  • Undertake site inspections, surveillance and enforcement investigations.
  • Assess planning status and determine whether breaches have occurred.
  • Negotiate with landowners, occupiers and developers to resolve breaches.
  • Prepare reports for management and committee approval.
  • Draft and serve enforcement notices and related legal documentation.
  • Prepare evidence and attend hearings, inquiries and prosecutions as required.
  • Maintain accurate case records and monitoring information.
  • Provide professional advice to customers, elected members and colleagues.
  • Manage a varied enforcement caseload and prioritise workloads effectively.

About You

To be considered, you should have:

  • Experience working within Local Authority Planning Enforcement or a professional planning environment.
  • Experience serving Planning Enforcement Notices.
  • Knowledge of Development Management processes, GPDO and Use Classes legislation.
  • The ability to interpret planning policy and legislation, including the Town & Country Planning Acts.
  • Strong decision-making skills and the ability to work autonomously.
  • Excellent communication and stakeholder management skills.
  • A full UK driving licence and access to a suitable vehicle.
