INSTRUCTIONAL SYSTEMS SPECIALIST
This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Quality Management Department (QMD), Learning and Development Division (LDD).
Major duties
The candidate selected for this position will: Utilize Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model and ISD process throughout the cradle-to-grave life cycle of instructional products and programs. Advise management on the challenges of curriculum and materials development as well as other identified issues and provides possible steps to overcome such problems and issues. Responsible for both facilitating the development process and for creating the actual work products.
Qualifications
All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-12 grade level in the Federal service or equivalent to the GS-12 grade level in the private sector analyzing, designing, developing, implementing or evaluating professional continuing education and training programs and processes; as well as designing education or training strategies, or validating training materials. Examples include: advising on the design of instructional systems and application of instructional technology; assessing the strengths and weaknesses of methods for performance and job-based training/learning, such as, classroom, web, broadcast, or on-the-job training. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Education
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
