The Office of the Chief Communications Officer (OCCO) is responsible for all aspects of the agency's public affairs and communication outreach activities. The office manages the USPTO website, responds to all press inquiries, manages the PTOWeb intranet home page, manages social media content, maintains the agency's visual brand identity, provides graphic design services, provides photographic coverage of agency activities, and produces public-facing video; and maintains a photo archive.

Major duties

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per leave year. You are excited to serve as a Visual Information Specialist responsible for supporting the design, production, and communication of visual information materials for the OCCO; supporting the agency's Visual Brand Identity system. You have experience playing a key role in digital communications including design and usability for websites, social media, and videos. You can assist in managing future requirements and capabilities for an organization's website and multimedia products. You are excited to perform administrative and/or evaluative work related to the development and/or execution of visual information projects. You are committed to serving on ad hoc and standing USPTO committees and special work groups and/or teams to study and identify complex and divergent issues related to web design and/or visual information products.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at VISUAL INFORMATION SERIES - GS-1084. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level in the Federal service: For this position, the next lower grade level is a GS-11. Specialized experience for this position includes: Experience using InDesign, Photoshop, Illustrator, and other tools to create, edit, and develop visual images for use in a wide variety of internal- and external-facing communications such as brochures, posters, digital graphics, and social media. Experience applying knowledge of visual arts methods, techniques, and materials in order to translate complex subject matter into understandable and attractive visual designs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
