You will serve as a MANAGEMENT ANALYST (MANPOWER/MANNING) in the MANPOWER AND PERSONNEL DIVISION of NAVAL EDUCATION AND TRAINING COMMAND.

Major duties

  • You will monitor organizational manning plans, analyze personnel readiness, and take corrective actions to resolve staffing imbalances and critical bottlenecks across the domain.
  • You will run complex database queries in Navy enterprise systems (e.g., FLTMPS. TFMMS, MNA) to audit manning levels and justify Special Navy Manning Plans.
  • You will serve as expert consultant to NETC on manpower policies; interpret Navy directives and provide authoritative guidance on the allocation, justification, and management military manpower resources.
  • You will plan and coordinate activity relocations, consolidations and track personnel movement during critical organizational transitions to maintain continuous mission readiness.
  • You will analyze resource estimates and program balances to ensure NETC military manpower is properly funded; review change requests, maintain UIC databases, and develop budget exhibits with supporting justfications.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring organizational personnel readiness and taking corrective actions to resolve staffing imbalances and critical bottlenecks across the domain; 2) Interpreting manpower policies and directives to provide guidance on the allocation, justification and management of military manpower resources; 3) Using databases or equivalent systems to query staffing data.
