Customs Brokerage Department Manager

  1. Manage and oversee end-to-end Customs Brokerage operations, covering three key functions and ensuring effective integration to achieve the company’s business objectives: Customer Service – Customs Brokerage, Customs Clearance Operations covering Bangkok and Laem Chabang, and Transport Planning & Procurement.
  2. Ensure operations are aligned with applicable international trade terms (Incoterms) by analyzing the responsibilities, costs, and risks of each party to establish appropriate service approaches and effectively manage shipments.
  3. Work closely with the Customs Technical & Compliance Division to prepare and verify customs declarations, HS classifications, regulations, and related compliance matters, including customs valuation, import/export regulations, and import/export licenses and permits, ensuring all shipments comply with applicable laws and requirements.
  4. Establish and improve processes and systems by defining clear operating standards, procedures, and workflows, while driving continuous improvement initiatives to reduce errors and processing time and improve operational efficiency in alignment with the organization’s strategic direction.
  5. Manage and control operating costs and profitability at the job, customer, and service levels, including transportation sourcing and Vendor/Subcontractor management, to ensure cost-effectiveness, service quality, and suitability for the business.
  6. Manage and develop the department by establishing an appropriate organizational structure, clearly defining roles and responsibilities, developing employee knowledge and skills, and developing supervisors to effectively manage operations and teams.

Qualifications: Bachelor’s degree or higher in Logistics, International Business, Supply Chain Management, Business Administration, or a related field. 12–15+ years of experience in Customs Brokerage, Customs Clearance, Freight Forwarding, or International Logistics. Proven managerial experience, including management of teams of approximately 20–30+ employees. Experience managing multiple functions on an End-to-End basis, with the ability to integrate Customer Service, Freight Forwarding, Customs Clearance, and Transportation. In-depth knowledge of Sea Freight, Air Freight, and International Logistics, including routing, schedules, cut-off times, transit time, free time, and the roles of shipping lines, airlines, freight forwarders, ports, airports, and agents. Strong knowledge of Import/Export Customs Clearance and Customs Compliance, including Customs Declarations, HS Classification, import/export documentation, regulations, and Import/Export Licenses & Permits. Strong knowledge of Incoterms and International Trade Documentation, including B/L, AWB, Commercial Invoice, Packing List, and Shipping Instructions, with the ability to analyze related costs, responsibilities, and risks. Experience in Customer Service – Customs Brokerage, Transport Planning & Procurement, including transportation vendor/subcontractor management and commercial negotiation with business partners. Ability to analyze and manage cost, profitability, and Gross Margin at the Job, Customer, and Service levels. Strong ability to design systems, establish standards, and drive Process Improvement, including developing supervisors and building a systematic team structure that reduces dependency on individual employees. Strong leadership capability with the ability to make decisions, solve problems, manage conflicts, and establish accountability within the team. Expertise in HS Classification, particularly for chemicals, chemical raw materials, and industrial products, as well as experience with ISO 9001 and preparation of QP/WI/FORM, will be considered an advantage. Good command of English, with the ability to communicate and coordinate effectively with customers, shipping lines, airlines, agents, and overseas business partners.
