About the Position: The Department of War Education Activity (DoWEA) Office of the General Counsel (OGC) facilitates DoWEA's global educational mission by providing high quality and timely legal advice and counsel, effective advocacy, and creative problem-solving. This position serves as an Associate General Counsel - Administrative & Investigations Law Division-HQ, DoWEA.

Major duties

• Provides legal advice, advocacy, and other support on a full range of matters of administrative law.
• Serves as an Ethics Official and manages the Activity's Ethics Program
• Provides ethics training and counseling to employees
• Manages the activity's financial disclosure program and reviews employees' financial disclosure reports, including OGE forms 278 and 450
• Conducts research of laws, legal opinions, precedent cases, and relevant Agency guidance and actions, as needed, and drafts legal memoranda to address complex and difficult legal issues impacting DoWEA operations.
• Conducts legal reviews and provides advice and advocacy on legislative proposals and draft regulations, policy documents, correspondence, and publications related to DoWEA operations.
• Advises on policies governing DoWEA investigative practices and provides advice to investigators on applicable laws, regulations, and policy.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience: You must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience. Bar Membership: You must currently be a member in good standing of the bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. The incumbent assists the General Counsel, DoWEA in providing a full range of legal services in administrative law, ethics, and education law, to the Director, DoWEA, other members of the DoWEA leadership team worldwide. This is in support of DoWEA's mission to operate accredited schools and ensure all school-aged children of military families are provided a world-class education.
