SUPERVISORY TRAINING SPECIALIST

Major duties
- Serves as Chief, Institutional Affairs Branch, at DCAI. Oversees administrative, logistical, and operational services, ensuring branch activities align with Agency policies, procedures, mission requirements, and management.
- Supervise and lead personnel at varying responsibility and grade levels; provide directions and guidance to assigned staff regarding workload requirements.
- Analyze trends and metrics to develop programs and policies that enable DCAI to support/maximize efficient and effective administrative and operational activities of DCAI.
- Partner and engage with external and internal leadership to build and publish the Agency's training schedule and training catalogue. Advise and consult on training and operational matters pertaining to DCAI.
- Provide oversight and management of the DCAA Learning Management System. Prepare staff papers, reports, dashboards, analyses, and technical reports for leadership.
Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: experience overseeing day-to-day responsibilities for a training organization, to include scheduling and booking resources, managing student registrations, reconciling reports, coordinating with many stakeholders, managing data and technical systems, administering and providing Agency oversight of a learning management system, and integrating information flow between training and other business units. Definition of Well Qualified: Experience leading, managing, or supervising multidisciplinary personnel in the operational planning, delivery, and administration of enterprise-wide adult education or training programs; directing training institute administrative and resource operations; overseeing the administration, contract support, and reporting of an enterprise Learning Management System (LMS); and ensuring institutional training compliance with professional continuing education, accreditation, or regulatory standards such as NASBA or GAGAS. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.
Requirements
Must be a U.S. Citizen as verified through E-Verify Program. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.
