Parliament is transforming how it plans, prioritises and delivers investment in its estate. As part of this, it is creating a new Parliamentary Estate Sponsor (PES) function, alongside a new Programme Delivery Team. PES will act as the intelligent client for the whole estate. As its first Managing Director, reporting to the Director General, you’ll establish the function and build confidence in the value it brings.

This is a role built on partnership. You’ll work with Members, Boards, Committees and colleagues across both Houses to understand what Parliament needs and turn it into clear, agreed priorities. Together, you’ll define what gets done and how across a large and varied portfolio, then make sure that work is commissioned, governed and assured well from start to finish.

PES won’t work alone. It sits within a wider network of estate teams, including the Programme Delivery Team, maintenance, safety, security, digital, commercial and the Restoration & Renewal Client Team. Success will depend on bringing these partners together around a shared view.

You’ll chair key estate governance forums, give assurance to the Commons Executive Board and Lords Management Board, and sponsor estate-wide standards and compliance. You’ll also lead a multidisciplinary team through a period of real change, building an inclusive and collaborative culture.

We’re looking for a senior leader from estates, infrastructure, property or major capital portfolios who has worked as a trusted client or sponsor. You’ll know how to work with stakeholders to shape requirements and priorities, influence senior decision-makers and build consensus across organisational boundaries. You’ll bring experience of portfolio governance, prioritisation and assurance for large, complex budgets, and of owning standards and compliance across a large estate. Just as important, you’ll build strong networks and constructive cultures, lead people through change, and show sound judgement, political awareness and resilience.

Parliament welcomes flexible working, including part-time, job-share and compressed hours. It offers reasonable adjustments throughout the process. The role requires Counter Terrorist Check (CTC) clearance.
