Major duties
Summary, GS-05-GS-06: The primary purpose of this position is: This is a developmental position with growth potential to the target position of Human Resources Assistant, GS-203-07, PD Rl3212, to perform entry level duties within the ARPC Reserve Service Programs Branch. Incumbent works under the supervision and direction of the branch chief. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher level position of GS-203-06, PD Rl3213. Once the incumbent has supervisory approval and satisfied all mandatory criteria, including meeting time in grade criteria, the employee may further non-competitively be promoted to the Target grade, Human Resources Assistant, GS-203-07, PD Rl3212. Summary, GS-07: The primary purpose of this position is: To provide assistance m support of the Air Reserve Personnel Center's office, which is primary responsible for researching, verifying, correcting and updating the Military Personnel Data System (MilPDS) for various data items to ensure the proper career credit and accurate accounting of members for the users of our Reserve resources; being accountable to and officially documenting transfers of members within the PAS S7 portion of the Individual Ready Reserve (IRR) and Standby Reserve; and to perform various other military personnel duties as required. Duties, GS-05-GS-06: Performs developmental work assignments. Performs recurring work assignments. Participates in special studies and projects. Prepares written correspondence and other documentation. Duties, GS-07: Assists in performing analyses, computes, verifies and updates for a variety of data elements in MILPDS for Air Force Reserve and Air National Guard members in accordance with current and historical laws, governing directives and internal policies. Assists in making the appropriate determinations of member's status and proper assignment within IRR/Standby Reserve. Independently develops and provides verbal and written responses to inquiries and answers questions either through the Case Management System (CMS), REMEDY, telephone, writing, E-mail.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0203 Series. SPECIALIZED EXPERIENCE, GS-05: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience include knowledge of, and skill in applying, a standardized body of military personnel rules, regulations, procedures, and precedents relating to the military retirement program and resolve complex procedural and substantive problems. Knowledge of the format, content, and uses of the military personnel record. Knowledge of the organization and its functions and programs to answer inquiries of a general nature or to refer them to the responsible staff member. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel actions and periodic reports OR EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. SPECIALIZED EXPERIENCE, GS-06: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, military laws, HR rules, procedures, policies and operations concerning military retirement requirements sufficient to make initial and final determination on officer and airman eligibility for retirement and completion of service commitments; identify proper grade for retirement or determine eligibility for advancement to a higher grade; review records and documents to develop facts and issues; research and provide explanations regarding rules, procedures and requirements to military employees; outline options for the case and recommend appropriate action; and answer questions and prepare reports pertaining to the case. Interpret data to determine facts surrounding improper actions submitted by service members. OR EDUCATION: Successfully completed graduate education that is directly related to the work of this position. (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and must have been obtained in an accredited business, secretarial or technical school, junior college, college or university) NOTE: You MUST submit copies of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-05-GS-06: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of human resource (HR) rules, procedures, and operations in an HR automated system sufficient for the maintenance of military personnel records and documents. Basic knowledge of Air Force and Department of Defense files, laws, directives, instructions, policies and procedures. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn and apply the particular law, rule, instruction, procedure or precedent appropriate to the individual case or circumstance. Ability to analyze problems to identify significant factors, gathers pertinent data, and recognize solutions. Ability to work under the pressure of established deadlines and short suspenses. SPECIALIZED EXPERIENCE, GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military personnel policies, procedures, rules, guidelines and publications in an HR automated system sufficient for the maintenance of military personnel records and documents. Knowledge of Air Force and Department of Defense files, laws, directives, instructions, policies and procedures. Knowledge and experience in a specialized background in order to interpret and apply precedents and resolve complex procedural and substantive problems in concluding transactions and making key decisions. Knowledge of an ability to operate computers for retrieval of information and records/ARMS documents, and ability to update MILPDS. Ability to select and apply the particular law, rules, instruction, procedure or precedent appropriate to the individual case or circumstance. Ability to work under the pressure of established deadlines and short suspenses. Skill in maintaining effective working relationships in an outside the office and in serving as the primary point or responsible contact for the work involved. Ability to communicate orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Qualifications Continued: PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
