About the Position: Serve as Chief, Business Management Section and as the principal business and information technology advisor to the Chief and Deputy Chief of Engineering & Construction (E&C). Primarily responsible for planning, supervision, management, direction and review of all policies, programs, funding management, automation and data analytics reporting requirements and operations involving the business management and information technology functions of the Division.

Major duties

  • Develop strong internal financial controls and procedures for subordinate analysts to follow in receiving, committing, obligating, and expending funds allocated to the District and monitors compliance.
  • Apply advanced and professional data analytic theories, principles, concepts, standards, and methods as they relate to the disciplines of data science, computer science, mathematics, and statistics.
  • Manage data consolidation efforts to integrate data assets from multiple databases or applications by defining needed common data element definitions from each respective data source across the enterprise.
  • Communicate program status, major milestones, and coordination of each to detect, in advance, potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules.
  • Coordinate financial and program analyst support work with all technical branches within the District, from balancing support work to shifting branch workload requirements.
  • Serve as a vital and active member of various District Office teams and committees.
  • Sets priorities and prepares schedules for completion of work.

Specialized Experience: I have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1managing and analyzing complex program budgets, funding requirements, financial controls, obligations, expenditures, and project closeout actions; leading enterprise information technology, automation, data analytics, and artificial intelligence initiatives, including project planning, stakeholder coordination, and status reporting; and supervising or leading staff performing business management functions, establishing priorities, evaluating performance, and ensuring compliance with applicable financial and administrative requirements. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
