This position is located in the Bureau of Diplomatic Security, Countermeasures Directorate, Office of Security and Technology (DS/C/ST). The Office of Security Technology assists the Directorate in providing a safe and secure environment through the application and use of appropriate technical security measures. Major duties

  • Oversees the allocation and utilization of resources throughout the Office, including resources allocated for the support of technical security countermeasures.
  • Coordinates Directorate-wide new management initiatives for implementation, providing technical guidance and direction to other staff.
  • Plans, organizes, and manages special projects at the request of the Office Director that cut across all DS/C/ST programs and operations.
  • Serves as the Contracting Officer's Representative (COR) on contracts to provide financial services to the Office.
  • Advises on the use of resources for developing and implementing systems, methods, and practices that promote management effectiveness and efficiency.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and implementing resource allocation plans and strategies for technical security programs, including formulating, justifying, and executing budgets; Experience planning and coordinating analyses of resource requirements for technical security or physical security programs; Experience conducting comprehensive assessments of management systems, methods, and practices to recommend improvements to financial management processes; AND Experience monitoring contractor performance on technical security or similarly sensitive contracts and verifying compliance with contract terms and specifications. There is no substitute of education for specialized experience for the GS-14 position.
