Major duties
- The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
- Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
- Reviews and analyzes a variety of reports received from internal and external sources, including reports produced by automated systems.
- Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes to accomplish financial management objectives.
- Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems.
- Evaluates operations, policies, procedures, and internal controls of financial operations to prevent and detect deficiencies in the operation of financial management areas.
Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-07 level, GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized Experience is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues. GS-09 Specialized Experience is defined as: researching and interpreting financial regulations, policies and laws to provide recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.??????? GS-11 Specialized Experience is defined as: analyzing financial operations to recommend process improvements, evaluating financial systems to ensure internal control compliance, and assessing the impact of laws and regulations on organizational financial policies to recommend compliance modifications. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
