The role

The Site Turnover & Completion Coordinator is responsible to coordinate all activities related to mechanical completion, pre-commissioning, and system handover in line with ADNOC standards and project requirements.

Job objective

To support and coordinate all activities related to mechanical completion, pre-commissioning, and system handover in line with ADNOC standards and project requirements. The role ensures that all systems and subsystems are completed, documented, tested, and handed over in a structured, timely, and compliant manner, facilitating a seamless transition from construction to commissioning and operations.

Turnover planning & coordination

Assist in developing and maintaining the Turnover Execution Plan aligned with project milestones and ADNOC specifications

Coordinate with engineering, procurement, construction, and commissioning teams to define system/subsystem boundaries

Support systemization and subsystemization activities in line with project tagging philosophy

Mechanical completion & certification

Track and monitor Mechanical Completion (MC) activities across all disciplines

Ensure all MC dossiers are compiled, reviewed, and approved in accordance with project procedures

Coordinate the preparation and verification of check sheets, punch lists, and completion certificates

Completion management system (CMS)

Maintain and update the Completion Management System (e.g., WinPCS, ICAPS, or equivalent)

Ensure accurate data entry, status tracking, and reporting of completion progress

Generate dashboards and reports on MC, pre-commissioning, and handover status

Punch list management

Coordinate identification, categorization (A/B/C), and close-out of punch items

Work closely with construction and QC teams to ensure timely resolution of punch points

Monitor critical punch items impacting system handover and escalate where required

Documentation & dossier control

Ensure completeness and accuracy of turnover dossiers including test packs, inspection records, and certificates

Liaise with document control teams to ensure proper submission, tracking, and approval of all completion documentation

Verify that all as-built drawings and redline markups are incorporated prior to handover

Interface with commissioning team

Support the transition from Mechanical Completion to Pre-Commissioning and Commissioning phases

Coordinate system handover meetings and ensure readiness of systems for commissioning

Ensure all required documentation is available and approved prior to system handover

Stakeholder coordination

Interface with ADNOC PMC, EPC contractor teams, QA/QC, and commissioning personnel

Participate in regular progress meetings and provide updates on completion status

Ensure alignment with ADNOC standards, procedures, and project specifications

Quality, HSE & compliance

Ensure all turnover activities comply with ADNOC HSE and quality requirements

Support audits, inspections, and compliance reviews related to completions and handover

Promote a strong safety and quality culture throughout completion activities

Education

Bachelor’s degree in engineering (mechanical, electrical, instrumentation, or related discipline)

Experience

Minimum 10 years of experience in oil & gas EPC/EPCM projects

At least 5 years of relevant experience in turnover, completions, or commissioning roles

Proven experience working on ADNOC projects or similar Middle East operators is highly preferred

Technical skills

Strong knowledge of mechanical completion, pre-commissioning, and commissioning processes

Hands-on experience with Completion Management Systems such as WinPCS, ICAPS, or Hexagon Smart Completions

Familiarity with systemization, subsystemization, and tagging methodologies

Good understanding of QA/QC processes, inspection requirements, and test pack compilation

Soft skills

Strong coordination and communication skills across multidisciplinary teams

High attention to detail and strong organizational capabilities

Ability to work under pressure and meet tight project deadlines

Proactive problem-solving and stakeholder management skills

Other requirements

Proficiency in MS Office and reporting tools

Familiarity with ADNOC standards, procedures, and documentation requirements

Fluency in English (written and spoken)
