Job objective

PMC specialist construction engineer is responsible for overseeing and managing all construction activities on behalf of the project management consultancy (PMC) for projects executed under Abu Dhabi National Oil Company. The role ensures that construction is executed safely, efficiently, and in full compliance with project specifications, ADNOC standards, contractual requirements, and regulatory obligations. The position acts as the key interface between the EPC contractor, client, and other stakeholders to drive successful project delivery in terms of schedule, cost, quality, and HSE performance.

Lead and manage all site construction activities across multiple disciplines ensuring alignment with project objectives and ADNOC standards

Monitor EPC contractor performance to ensure adherence to approved construction methodologies, schedules, and quality standards

Ensure strict implementation of HSE policies, procedures, and safe work practices across all site activities

Coordinate with engineering, procurement, and commissioning teams to ensure seamless integration and constructability of designs

Review and approve construction plans, method statements, risk assessments, and work packs

Identify potential construction risks and develop mitigation strategies to avoid delays and cost overruns

Conduct regular site inspections and audits to ensure compliance with project specifications, codes, and standards

Facilitate effective communication between stakeholders including ADNOC, EPC contractors, vendors, and third-party inspectors

Provide technical guidance and leadership to site engineers, supervisors, and construction teams

Ensure timely resolution of site queries, technical issues, and non-conformances

Track project progress and provide accurate reporting on construction status, key milestones, and performance metrics

Support project controls in monitoring schedule and cost performance and implementing recovery plans when required

Ensure proper interface management between different contractors and work fronts

Participate in constructability reviews, value engineering, and lessons learned initiatives

Drive productivity improvements and ensure optimal utilization of resources on site

Expected:

Bachelor’s degree in engineering, preferably in civil, mechanical, or related discipline

Minimum 15 years of experience in construction within the oil and gas industry with at least 5 years in a lead role on ADNOC or similar Middle East projects

Strong experience working in PMC roles overseeing large-scale EPC projects

In-depth knowledge of ADNOC standards, specifications, and HSE requirements

Proven track record in managing multidisciplinary construction activities on complex projects

Strong leadership, communication, and stakeholder management skills

Ability to manage multiple contractors and interfaces in a high-pressure environment

Familiarity with project management tools, construction planning, and reporting systems

Professional certifications such as PMP or equivalent are preferred

Fluency in English is required, with strong written and verbal communication skills
