The primary purpose of this position is to serve as the Deputy Director Force Support Squadron (FSS), directly supervising the Community Services, Child & Youth Services, and Resource Management flights, sharing with the director/commander the full scope of responsibility for managing activities & overseeing the planning, direction, and timely execution of FSS programs.

Major duties

As deputy to the director/commander, plans, organizes, and oversees the activities of the Force Support Squadron (FSS). Exercises supervisory personnel management responsibilities. Makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for long-range planning to enhance the management support capabilities of the FSS. Represents the Force Support Squadron with a variety of installation organizations and outside agencies.

Qualifications

ADDITIONAL CONDITIONS OF EMPLOYMENT: Selectee is required to meet specific physical standards and medical requirements consistent with being able to perform the essential functions of the overseas position. This is a Key Career Position (KCP) within the Force Support career field. While not a requirement for consideration, candidates who have completed grade-appropriate Professional Military Education (PME) and hold a bachelor's degree or higher will be considered highly competitive. These attributes are valued as they demonstrate a commitment to professional development and readiness for senior leadership roles. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) providing supervisory management oversight for day-to-day activities of community services, child & youth services and resource management flights; (2) serving as strategic advisor to commanders on issues involving military & civilian personnel, manpower and services; (3) directing short and long range programs addressing a broad range of Air Force community needs and interests; (4) managing the force development program, identifying and providing training and opportunities for growth; (5) providing complex administrative and technical services that directly affect a large or complex, multi-mission military installation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of Services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
