Finance Manager

The Finance Manager oversees and consolidates financial operations, budget proposals, and procurement processes to ensure full alignment with city goals and project objectives. This role plays a critical part in project monitoring, inspection, post-procurement evaluation, and compliance with government budgeting and auditing rules. The ideal candidate possesses strong financial management capabilities, meticulous attention to detail, and expertise in public sector procurement within a dynamic government setting.
Key Responsibilities:
- Budgeting and Procurement Planning: Prepares and consolidates Project Procurement Management Plans (PPMPs), budget proposals, and procurement requirements. Ensures that all procurement needs are strictly aligned with approved budgets, PPMPs, and project objectives.
- Requirements Preparation & Review: Prepares and reviews procurement documents, supporting papers, Terms of Reference (TOR), technical specifications, and cost estimates.
- Inter-Office Coordination: Coordinates directly with the Bids and Awards Committee (BAC), Procurement Department, Accounting Office, and other concerned units on all financial and procurement-related matters.
- Project & Procurement Monitoring: Monitors the implementation and progress of ongoing projects and procurement activities.
- Inspection, Verification & Quality Assurance: Conducts or assists in the inspection and verification of delivered goods, services, and project outputs to ensure strict conformance to approved TORs, technical specifications, quantity, quality, and required deliverables.
- Deficiency Reporting & Project Acceptance: Documents and reports deficiencies, discrepancies, or non-compliance in delivery/implementation, and assists in project completion and formal acceptance upon verifying compliance.
- Post-Procurement & Records Management: Prepares performance evaluations, post-procurement documents, and maintains systematic budget, procurement, inspection, and project monitoring records.
- Compliance & Audit: Ensures strict adherence to applicable government budgeting,
procurement (RA 9184 & *RA 12009), and auditing rules and regulations.
- Other Duties: Performs other related duties as may be assigned by the immediate supervisor or senior management.
- Bachelor's degree in Finance, Accountancy, Business Administration, Public Administration, or a related field (Master’s degree preferred).
- Proven leadership, supervisory, and financial management skills.
- Strong analytical, organizational, and problem-solving abilities.
- Advanced written and verbal communication skills.
- Proficiency in financial management tools, spreadsheets, and office software.
- At least 3–5 years of experience in financial planning, budgeting, or procurement management, preferably within the government or public sector. Preferred Skills:
- In-depth familiarity with Philippine government procurement laws (R.A. 9184), COA rules, and local government budgeting frameworks. Recommended Salary Grade:
- Proven track record in managing PPMPs, contract review, and project inspection procedures.
- Certified Public Accountant (CPA) or equivalent professional credentials preferred.
